President Lương Cường Welcomes World Leaders to Hanoi for UN Cybercrime Convention Signing

Hanoi, The Gulf Observer: State President Lương Cường has extended a warm welcome to world leaders and international partners arriving in the Vietnamese capital for the signing of the United Nations Convention against Cybercrime, describing the event as a historic milestone in global solidarity to safeguard cyberspace and uphold the rule of law.

In his official message issued on Monday, President Lương underscored the significance of the ceremony, to be held in Hanoi on October 25–26, 2025, under the theme “Countering Cybercrime – Sharing Responsibility – Securing Our Future.”

The President stressed that in the digital era, cybercrime has become a global threat that undermines security, disrupts social life, and destabilizes political and economic systems. He noted that Việt Nam has long identified combating cybercrime as a top national security priority, while actively cooperating with the international community in this shared endeavor.

“Given the borderless nature of cyberspace, the fight against cybercrime can only be effective through solidarity, international cooperation, and respect for the rule of law,” he said, emphasizing that the Convention provides a comprehensive legal framework to strengthen global collaboration, while ensuring that developing and vulnerable nations receive the necessary support and capacity-building.

President Lương highlighted that the adoption of the Convention by the United Nations General Assembly in December 2024, followed by its signing ceremony in Hanoi, serves as a powerful testament to the shared responsibility of all nations in protecting cyberspace as a common asset of humankind.

He further expressed confidence that the Hanoi event would not only mark a legal milestone but also foster dialogue, experience-sharing, and stronger partnerships among governments, international organizations, and the private sector.

“The Signing Ceremony in Hà Nội will become a historic milestone, reaffirming the value of multilateralism with the United Nations at its core, while sending a powerful message of our collective resolve to counter cybercrime and build a world of peace, justice, and the rule of law,” the President affirmed.

Concluding his message, President Lương expressed gratitude to nations, international organizations, and partners worldwide for their steadfast support and companionship with Việtnam, while warmly inviting delegates to the capital city for the landmark event.
