President Mirziyoyev Reviews Tashkent City Master Plan

Tashkent, The Gulf Observer: On October 9, President Shavkat Mirziyoyev reviewed the draft master plan for Tashkent city, which aims to guide the urban development of the capital through to 2045. Currently, Tashkent spans 43,822 hectares and has a population exceeding 3 million, figures that are projected to grow in the coming years.

The president previously examined initial developments of the master plan in 2022. In line with his directives, the project has been refined through collaborative efforts at the ToshkentboshplanLITI enterprise, working alongside international firms from Singapore, the United Kingdom, Türkiye, Germany, China, and the Netherlands.

The proposed master plan divides Tashkent into three distinct zones:

  1. Conservation Zone: This area will focus on preserving cultural heritage sites, historical buildings, and green spaces.
  2. Reconstruction Zone: Additional construction will be permitted within this zone as part of renovation efforts.
  3. Renovation Zone: New construction will replace dilapidated housing and old structures, accompanied by necessary repairs.

President Mirziyoyev acknowledged the growing environmental and transportation challenges in Tashkent. Over the past decade, the city’s average air temperature has risen by 1 degree Celsius, with pollution levels exceeding norms on certain days. Additionally, the increasing number of vehicles has led to worsening traffic congestion.

To address these issues, the new master plan includes ambitious initiatives, such as tripling the area of green spaces in Tashkent and its surroundings to 25,000 hectares, effectively increasing the per capita green space from 3 to 6 square meters. The plan emphasizes accessibility, ensuring residents can reach essential services, including schools and healthcare facilities, within 15 minutes of their homes. To support this, the public transport network will be expanded, with more hubs and stops added, alongside new road construction and metrobus routes.

In light of the city’s rapid growth, the master plan also addresses the need to enhance Tashkent’s electricity, water, and sewage infrastructures to cope with increased demand.

Once finalized, the master plan’s maps will be made publicly available through the Urban Development Cadastre’s geographic information system and the Tashkent City Hokimiyat website.

During the review, President Mirziyoyev stressed the importance of transforming Tashkent into a large metropolis capable of accommodating at least 7.5 million residents. He instructed that the surrounding districts of Qibray, Zangiota, Yuqorichirchiq, and Urtachirchiq be developed as part of a unified agglomeration with the capital to support this vision.
