Việtnam Approves National Digital Transformation Strategy 2026–2030 with Vision to 2045

Hanoi, The Gulf Observer: Việtnam has approved its National Digital Transformation Strategy for 2026–2030, with a vision extending to 2045, setting ambitious goals to build a prosperous, secure and people-centred digital nation while accelerating economic growth through data and artificial intelligence (AI).
The strategy was approved under Decision No. 1266/QĐ-TTg, signed by Deputy Prime Minister Hồ Quốc Dũng, and places citizens and businesses at the heart of the country’s digital transformation agenda, identifying them as both the primary beneficiaries and key drivers of the process.
According to the strategy, Việt Nam aims to become a developed digital nation with comprehensive digital transformation across all sectors, supported by a modern governance system powered by data and AI, strong domestic digital technology capabilities, and robust protection of national digital sovereignty.
The roadmap is built around three key pillars: digital government, digital economy and digital society.
Under the digital government framework, the country plans to fully digitise all administrative records and public service procedures by 2030, while targeting a 99 percent public satisfaction rate for online government services. Ministries, government agencies and provincial authorities will be connected through shared national digital platforms, enabling integrated governance and efficient public service delivery.
The strategy also calls for the standardisation and interconnection of national, sectoral and provincial databases to support AI applications. Smart operation centres across all provinces will be upgraded with AI-powered systems for forecasting, monitoring, early warning and decision-making.
In addition, all government employees will receive digital skills training, with every public servant provided access to AI assistant tools to improve administrative efficiency and service delivery.
Việt Nam also aims to rank among the world’s top 50 countries in the United Nations’ digital government and e-government assessments by the end of the decade.
The strategy sets an ambitious economic target of increasing the digital economy’s contribution to at least 30 percent of GDP by 2030. More than 500,000 small and medium-sized enterprises (SMEs) are expected to receive digital transformation support, while the country plans to establish at least five secure national data exchanges to promote innovation and data sharing.
E-commerce is projected to account for 15–17 percent of total retail sales and consumer service revenue, with nearly half of commercial SMEs expected to participate in major domestic and international online marketplaces.
The government also seeks to significantly expand cashless payments, increase AI adoption among SMEs through shared AI platforms and “model-as-a-service” solutions, and extend fibre-optic broadband access to every household nationwide.
To strengthen digital inclusion, the strategy aims for at least 95 percent of people aged 15 and above to hold bank or authorised financial accounts, while more than 70 percent of adults will possess digital or electronic signatures. Electronic health records are also expected to cover the entire population.
Furthermore, at least 10 million working-age citizens will receive basic digital skills training during the 2026–2030 period.
The strategy identifies data as a strategic national resource, calling for the creation of a unified national data governance framework to ensure data is accurate, secure, standardised, continuously updated and effectively shared. Priority will be given to integrating national databases covering population, land, business, finance, healthcare, education, labour, transport, natural resources and other key sectors.
Việt Nam also plans to expand AI-enabled national digital platforms supporting digital identity, digital payments, open data, governance, healthcare, education, agriculture, logistics, tourism and smart cities.
To strengthen domestic technological capabilities, the strategy promotes the development of a competitive “Make in Việt Nam” digital technology ecosystem, with local enterprises positioned as the driving force behind innovation in AI, cybersecurity, cloud computing, semiconductors, software, digital platforms and other strategic technologies.
The government pledged to support Vietnamese technology companies through public procurement, research and development incentives, innovation partnerships and market access initiatives, while encouraging stronger collaboration among businesses, universities, research institutes and innovation centres to enhance local value creation and strengthen the country’s digital technology industry.
