Speech by President Serdar Berdimuhamedov at Cabinet Meeting

President Serdar Berdimuhamedov presided over an extended meeting of the Cabinet of Ministers, providing a comprehensive overview of the economic sectors’ performance in 2023. During the session, reports were presented by deputy prime ministers, heads of ministries, and regional governors (velayat khyakims), offering insights into the achievements and challenges faced by each sector.

The meeting served as a platform to assess the outcomes of the country’s economic endeavors in the past year. The President and key officials engaged in discussions to analyze the results, addressing areas of success and identifying opportunities for improvement.

Additionally, the agenda encompassed deliberations on long-term socio-economic development tasks for the current year. President Berdimuhamedov outlined strategic goals and priorities that will guide Turkmenistan’s economic and social initiatives, laying the groundwork for sustained progress and prosperity.

During an extended meeting of the Cabinet of Ministers, the head of state addressed those gathered with a speech in which he described the results of last year and identified the current tasks facing the country in 2024:

“Dear members of the Cabinet of Ministers!

Dear participants of the meeting!

As a result of the selfless work of our people in 2023 – the year of “Happy Youth with Arkadag Serdar” – we have achieved great success and fulfilled our plans.

The development and implementation of laws that correspond to the realities of our time continued.

At the same time, a high rate of economic development has been ensured. GDP growth amounted to 6.3 percent, including in the industrial sector – 4.3 percent, trade – 12.8 percent, and agriculture – 4.4 percent. The volume of investments increased by 7.5 percent.

During the reporting period, a total of 12 thousand 274 new jobs were created. The volume of exports of products manufactured in the country reached 11.4 billion US dollars.

Last year, using all sources of financing, 78 industrial and social facilities were opened, and 1 million 897 thousand square meters of housing were put into operation. Thousands of families celebrated housewarming parties.

Last year, we solemnly opened the “smart” city of Arkadag, built for the first time in the history of the country on the initiative of Hero Arkadag.

A high-voltage overhead power line along the Mary-Ahal route, two gas turbine units at the Turkmenbashi complex of oil refineries, as well as dozens of new enterprises in various fields were put into operation.

Farmers, having collected high harvests, ensured the country’s food security.

The State Budget for 2024 has been adopted, wages, pensions and state benefits have once again been increased.

An unforgettable event of the year was the holding at a high level in the capital city of Ashgabat of an international scientific and practical conference and exhibition dedicated to the year “Happy youth with Arkadag Serdar”.

The authority of our neutral state in the international arena is consistently growing. Cooperation with the United Nations is steadily developing. Last year, the UN General Assembly unanimously adopted resolutions based on the initiatives of Turkmenistan. This is clear evidence that the proposals put forward by our neutral country, which are significant for all humanity, are widely supported by the world community.

Neutral Turkmenistan carries out effective interaction with other major international and regional associations and structures, builds up relations in various fields with countries of the world and international organizations.

Thanks to the efforts of Hero-Arkadag, parliamentary diplomacy became especially active.

Every year we celebrate a certain motto. We declared this year’s motto “The Fount of the Mind of Magtymguly Fragi,” the content and ideological message of which is designed to raise the patriotic spirit, promote the education of youth, and inspire them to carry out work for the further prosperity of the Fatherland.

This places great responsibility on us, and in this regard, we will have to work selflessly for the practical implementation of the motto.

In accordance with the Program of Socio-Economic Development of Turkmenistan and Investments in 2024, this year it is planned to build and put into operation residential buildings with a total area of ​​430 thousand square meters, educational institutions for 5,360 places, preschool institutions for 1,200 places.

To improve the social and living standards of the people, within the framework of the implementation of this Program in the velayats and the capital, it is planned to start the construction of many new buildings, as well as to complete the construction of a number of facilities and buildings.

This year the following will be built and put into operation: in the city of Ashgabat – a water treatment plant with a capacity of 150 thousand cubic meters of drinking water, the Dokmaçylar cultural center, a new monument to Magtymguly Fragi and a cultural park complex,

13 modern residential buildings in the Parakhat-7 residential area, the International Treatment and Rehabilitation Center and the International Scientific and Clinical Center for Physiology; in Ahal velayat – the 2nd stage of a cement plant in the Baherden etrap, modern villages in the “Öňaldy” gengeshlik of the Ak Bugday etrap and the “Gowşut” gengeshlik of the Kaahka etrap; in the Balkan velayat – a road bridge across the Garabogazgol Bay, the International Air Terminal Complex in the village of Jebel; in Lebap velayat – the 2nd stage of a cement plant in Koytendag etrap; in the city of Mary – a new administrative building of the Sanitary and Epidemiological Service. It is also planned to commission the Tejen-Mary section of the Ashgabat-Turkmenabat high-speed highway.

In order to improve the social and living conditions of the population, significant funds will be allocated for the construction of roads, communication systems, water, gas, energy supplies and the construction of treatment facilities.

During the year “The Fount of the Mind of Magtymguly Fragi”, a number of international events will be held in our country on the occasion of the 300th anniversary of the birth of the great thinker of the East Magtymguly Fragi and the declaration of the city of Anau as the cultural capital of the Turkic world in 2024.

The merit of professors and teachers, writers, creative workers in the world popularization of the personality of the classical poet Magtymguly Fragi and his rich literary heritage is very great. At the same time, foreign citizens also make a significant contribution to this matter.

In this regard, it is necessary to prepare proposals for awarding representatives of the creative intelligentsia of our country and foreign countries with a new established medal and the International Magtymguly Prize.

It is necessary to properly prepare for high-level events of special significance and significant dates.
