Present and Futuristic Political Scenario of the Republic of Turkmenistan
Turkmenistans’ present political system is based on peoples’ will presidential form of government. The state affairs are run by the President in the framework of constitution, the President is nominally both head of state and head of government, on 21 January 2023, a ” National leader” was appointed who chairs an independent people’s council with authority to amend the constitution according to national needs. The national leader works as supreme political authority in the political system of the country, all registered political parties can participate in presidential elections and play their part in accordance with the limits defined in the constitution of the country. The most encouraging development in country’s politics was seen, when every registered political party supported the third and present president Serdar Berdimuhamedow. This approach is the most healthy sign for the political harmony and stability in the country. The state of such political harmony will be considerd a landmark for futuristic political co-existence and strength. For long duration the country of Turkmen people remained a part of Ex.Soveit Union, this period is calculated approximately 69 years,after the collapse of Soviet Union, the country of Turkmens declared its independence on 27 October 1991. The first president of the Republic of Turkmenistan was Saparmurat Niyazov. He was later declared as life long president by the Mejlis(parliament), he continued presidentship till his death. After the death of President Niyazov, the then deputy Prime Minister, Gurbanguly Berdimuhamedow became the acting President.
On 11 February, 2007, Presidential Election was held and the acting President Gurbanguly Berdimuhamedow was elected as the president of the Republic. After becoming President with the huge support of people, some policies of the first President of the Republic were repealed by the New President, these policies were not matching the changed political circumstances. Hence, those few policies of the Ex-President which were deemed time barred and hurdle in the smooth running of state machinery unnecessary were either amended or completely repealed.
It was the year 2008, when the people’s council unanimously passed a resolution, demanding a new constitution for the country to meet the indigenous and international challenges. The new constitution was made and promulgated with new zeal and enthusiasm. This proved a most suitable and fit document to introduce new horizons of internal stabiltity and external safety.
Now the country started running on the path of progress in all spheres of life, including political,economic stability and growth, it made possible the imposition of reliable and neutral foreign policy, which was appreciated all over the world.
The new constitution provided more space for public participation in state policy making by increasing the seats of the parliament, in this way size of parliament is increased, freedom of expression ensured, formation of multitudes political parties is allowed. Gurbanguly Berdimuhamedow rightly stated that the new constitution corresponds to all international and domestic norms.
The political observers witnessed an amazing and important development in the constitutional history of the country, when the President Serdar Berdimuhamedow made appointment of Gurbanguly Berdimuhamedov as chairman of the reformer people’s Council of Turkmenistan with the title of “National Leader” of Turkmen people. The National leader of Turkmen people is ex.president and father of the current president. He is an experienced, well versed in political affairs,his managerial experience is above board. His career as a statesman and sagacious decision maker is unparalleled. This constitutional appointment of the most fit person will be source of political stability and consistency in the development policies. Such a foresighted decision will be fortune changer for Turkmenistans’ stability and political future, an experienced and seasoned leader was needed for the betterment of the inhabitants of the country, Gulbangu Berdimuhamedow as a National leader of the people of Turkmenistan is the best choice that president Serdar Berdimuhamedow gifted to his country men.
It is important to mention that “The National leader” of Turkmenistan being head of the council, the supreme organ of government, will be the best to provide guidance in right direction.
The new set up will prove beneficial to meet the futuristic needs and fulfill the desires of the people of the Republic of Turkmenistan, the new constitution provided political liberties within the frame of constitution and workable mechanism for a viable justice system. This all will give a momentum to make country prosperous and modernize. The constitution is a unique charter which provides necessary guidance to different organs of the state to perform properly.
This provide the path of dignity, respect, prosperity and honorable life to all the citizens. It is a valid document to provide intellectuals’ property rights, individual rights, women rights and other essential benefits to the citizens without any discrimination.
The constitution provides all benefits to the people of the state, that were never given in the past history of Turkmenistan.
The unique features of the constitution are infact very lavish and attractive for the people, it is the source of good hope for the people and government of Turkmenistan to achieve all for an honorable future.
