Bangkok, The Gulf Observer: The second phase of the 10,000-baht cash handout scheme begins today, with Prime Minister Paetongtarn Shinawatra officially launching the campaign. Approximately three million citizens aged 60 and older are set to benefit from this phase, Deputy Finance Minister Julapun Amornvivat announced on Sunday.

Eligible recipients must meet specific criteria, including an annual income below 840,000 baht and total bank deposits under 500,000 baht. To receive the funds, they must link their national ID cards to the PromptPay service. “I would like to reiterate that the 3 million recipients must link their PromptPay to their national ID cards to receive the 10,000 baht,” Mr. Julapun emphasized.

Those unable to link their accounts in time for this round will have additional opportunities during subsequent distribution rounds scheduled for February 28, March 28, and April 28. The Comptroller General’s Department advises eligible recipients to ensure their PromptPay link is established at least three days before each transfer date.

During the first phase of the scheme, 33,767 state welfare cardholders failed to receive payments due to issues such as unlinked IDs, inactive PromptPay accounts, or incorrect account details. Mr. Julapun urged senior citizens to address these issues to ensure smooth processing in this phase.

The official launch event today includes Prime Minister Shinawatra “pressing the button” to inaugurate the second phase. She will also make video calls to some recipients, offering congratulations and gathering feedback on the program. “The government will use this feedback to address issues, particularly for those without smartphones,” said government spokesman Jirayu Houngsub.

Looking ahead, preparations for the scheme’s third phase are underway. Scheduled for March and April, it will target registered individuals aged 16-59 through a digital wallet application. Mr. Julapun confirmed that the system is nearly ready and will undergo testing in February and March.

“The digital wallet development has progressed quite a bit. The system itself is ready for testing,” he said.

The scheme reflects the government’s continued commitment to supporting vulnerable groups and addressing gaps in its welfare initiatives.
