Vietnam Launches National Campaign to Eliminate Substandard Housing by 2025

Substandard Housing

Hanoi, The Gulf Observer: Prime Minister Phạm Minh Chính has emphasized that the elimination of temporary and dilapidated houses is not only a moral and humanitarian duty but also a fundamental responsibility towards the community. Speaking at the third meeting of the Central Steering Committee for the Elimination of Temporary and Dilapidated Houses in Hanoi on Monday, PM Chính reaffirmed the national spirit of solidarity and mutual support for disadvantaged people and those in remote areas.

Significant Progress and Future Goals

According to preliminary data from the committee, approximately 223,000 families nationwide are currently living in substandard housing. In response to the government’s call for joint efforts to eradicate such conditions by 2025, over VNĐ2.2 trillion (US$86.18 million) has been raised from organizations and individuals, with an additional VNĐ80 billion contributed to the “For the Poor” Fund.

Key contributors include the Ministry of National Defence (VNĐ566 billion), Ministry of Public Security (VNĐ231 billion), and the banking sector (VNĐ1.31 trillion). Local governments have also mobilized over VNĐ2.7 trillion, and more than 121,000 substandard homes have been rebuilt or upgraded. Among these, 65,000 homes have been completed and handed over, while 56,000 are still under construction.

The campaign aims to eliminate over 101,000 makeshift houses by 2025, averaging 500 homes per day across the country. Six provinces have already successfully eradicated all substandard housing.

Ensuring Accountability and Public Involvement

During the meeting, PM Chính called for stricter oversight and proposals for rewards for outstanding contributors while ensuring accountability for any delays. He urged economically strong provinces such as Hanoi, HCM City, Bắc Ninh, Quảng Ninh, Đồng Nai, Bà Rịa-Vũng Tàu, and Bình Dương to extend additional support to underprivileged areas, following the spirit of “leaving no one behind”.

The Prime Minister also directed relevant ministries to expedite land allocation, streamline funding, and prevent resource misuse. He instructed Vietnam Television (VTV), Voice of Vietnam (VOV), Vietnam News Agency (VNA), and other media outlets to promote success stories, fostering public support and community involvement.

By the end of 2025, the government aims to completely eliminate substandard housing, bringing transformative change to Vietnam’s social landscape.
