Vietnam National Assembly Outlines Comprehensive Oversight Programme for 2027

Hanoi, The Gulf Observer: National Assembly (NA) Chairman Trần Thanh Mẫn has officially certified Resolution No. 22/2026/QH16, establishing the legislative oversight programme for 2027. The resolution mandates a rigorous review of government performance, strategic infrastructure, and socio-economic development goals across two major sessions.
Third Session: Strategic Infrastructure and Social Governance
During the third session, the 16th National Assembly will evaluate supplementary assessments of the 2026 state budget and early 2027 performance. Key areas of focus include:
- Social Governance: Reviews on anti-corruption, crime prevention, gender equality, environmental protection, and drug prevention.
- Strategic Infrastructure: Implementation audits of high-priority projects, including the North-South high-speed railway, the Lào Cai – Hà Nội – Hải Phòng railway, and Long Thành International Airport.
- Urban & Rural Development: Assessment of pilot policies for urban rail in Hà Nội and HCM City, alongside national target programmes for rural development and ethnic minority support (2026–2035).
Fourth Session: Financial Management and Innovation
The fourth session will shift focus toward fiscal planning and long-term economic breakthroughs, including:
- Financial Performance: Review of 2027 performance, 2028 plans, and the 2025 state budget settlement.
- State Capital & Funds: Assessment of health insurance funds, national reserves, and state capital investment in enterprises.
- Innovation & Regional Development: Oversight of resolutions regarding digital transformation, science, and technology, as well as specific pilot development mechanisms for Khánh Hòa, Buôn Ma Thuột, Đà Nẵng, and Nghệ An.
