Hanoi, The Gulf Observer: The 14th National Congress of the Communist Party of Vietnam (CPV) opened with a solemn ceremony on Tuesday at the National Convention Centre in Hanoi, marking a major political event shaping the country’s development path for the coming years.

The draft Political Report submitted to the Congress is centred on the theme: “Under the glorious flag of the Party, united in will and action to realise the country’s development goals towards 2030; advancing with strategic autonomy, resilience and confidence in this new era of national rise, for peace, independence, democracy, prosperity, civilisation, happiness and steady progress towards socialism.”

The Presidium of the Congress comprises 16 members of the 13th Politburo and is chaired by Party General Secretary To Lam. Key national leaders in attendance include President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Manh, along with senior representatives from central Party bodies, the Government, the National Assembly, the armed forces, and major mass organisations.

The opening session was attended by incumbent and former leaders of the Party, the State and the Vietnam Fatherland Front, as well as revolutionary veterans, Heroic Vietnamese Mothers, distinguished intellectuals, artists, religious dignitaries and exemplary young people. Ambassadors and representatives of foreign diplomatic missions and international organisations, both resident and non-resident, were also present.

A total of 1,586 delegates, representing more than 5.6 million Party members nationwide, are participating in the Congress, which has attracted extensive coverage from domestic and international media.

During the Congress, delegates will deliberate and approve several key documents, including the Political Report of the 13th Party Central Committee to the 14th Congress; a report reviewing theoretical and practical issues arising from 40 years of socialist-oriented Doi Moi (Renewal); a review of 15 years of implementing the Party Charter (2011–2025) with proposed amendments; and a report assessing the leadership and direction of the 13th Central Committee.

As part of preparatory reforms, the Party has integrated three major reports—the political report, the socio-economic report and the Party-building report—into a single, unified Political Report. Notably, for the first time, Congress documents are accompanied by a detailed action programme outlining specific projects, timelines and responsibilities, enabling immediate implementation of resolutions following the Congress.

Draft documents were widely circulated for public consultation and received nearly 14 million comments, a process that authorities said reflected broad public participation and strong national consensus ahead of the Congress.
