4th Baku Security Forum Focuses on Global Security Challenges and Counterterrorism Cooperation
Baku, The Gulf The 4th Baku Security Forum (BSF), held under the theme “Contemporary Challenges in the Global Security Architecture and Establishment of Effective Counterterrorism Cooperation Mechanisms,” has taken place in Baku.
Organized by the State Security Service of the Republic of Azerbaijan, the forum brought together heads and senior representatives of international organizations, as well as special services and security agencies from more than 100 countries.
Following the official opening, an address by President of the Republic of Azerbaijan Ilham Aliyev to the participants was read out. A video highlighting the forum’s activities was subsequently screened.
Addressing the gathering, Colonel-General Ali Naghiyev, Chief of the State Security Service, welcomed the participants and highlighted the continued expansion of the Baku Security Forum, which was established at the initiative of President Ilham Aliyev and has broadened its scope with each edition.
Naghiyev emphasized that high-level international events such as the forum provide valuable opportunities for professional exchanges on emerging security challenges and serve as important platforms for dialogue and cooperation among special services and security agencies.
He noted that the global security system is undergoing profound transformation, while traditional mechanisms are facing difficulties in responding rapidly to emerging threats. In this context, he stressed the importance of developing reliable international partnerships.
The Chief of the State Security Service also underlined that transboundary security challenges cannot be effectively addressed by individual countries acting alone. He noted that ongoing conflicts have repercussions for regional stability, energy markets and food security.
As part of the forum, a side event titled “Strengthening National Counter-Terrorism Capabilities through Operational Partnerships” was co-organized by the State Security Service of Azerbaijan and the United Nations Office of Counter-Terrorism (UNOCT).
Discussions at the side event focused on strengthening national and international coordination mechanisms to counter terrorist threats associated with modern technologies. Participants also considered the development of advanced tools, including the Counter-Terrorism Information Exchange System (CTIES), which serves as a platform of the Baku Security Forum.
The forum underscored the importance of enhanced international cooperation, information exchange and coordinated approaches in addressing evolving security and counterterrorism challenges.
