Tô Lâm Urges People’s Public Security Force to Achieve New Breakthroughs for the Nation

Hanoi, The Gulf Observer: Party General Secretary Tô Lâm has called on the People’s Public Security force to make breakthroughs and achieve new accomplishments for the Party, the nation, and the people. He made the remarks while addressing the 8th Congress of the Central Public Security Party Organisation for the 2025–2030 term on Saturday.

General Secretary Lâm underscored that the period from now until 2030 will be pivotal in shaping the emerging global landscape, marked by intensifying strategic competition among major powers, growing instability, and increasingly complex traditional and non-traditional security challenges.

He highlighted that this phase also represents a decisive stage in realising Việt Nam’s two centennial strategic goals under the Party’s leadership: the 100th anniversary of the Party’s founding and the 100th anniversary of the nation’s establishment.

According to the Party leader, Việt Nam is undergoing a historic transformation through the implementation of a two-tier local administration model, a restructured development space, and a range of the Party’s strategic policies rooted in innovative and revolutionary thinking.

However, he cautioned that in such critical periods, hostile and reactionary forces, along with various types of criminals, often intensify their subversive activities. They exploit loopholes to promote “self-evolution” and “self-transformation,” sow division within the great national unity bloc, and attempt to create rifts between the Party, the State, and the people with the aim of weakening internal strength and undermining the cause of national construction and defence.

“This context presents new and honourable tasks for the Central Public Security Party Organisation, with higher requirements and greater responsibilities in safeguarding national security and social order,” Lâm said.

He urged the People’s Public Security force to continue serving as a model institution, leading efforts to implement the Party’s directives—particularly the Resolution of the upcoming 14th National Party Congress—and to play a key role in propelling the nation toward an era of development and prosperity.

The General Secretary emphasised the importance of maintaining a peaceful and stable environment and building an orderly, disciplined, safe, and healthy society as the foundation for the successful implementation of the Party’s long-term goals.

He further stressed the need to identify and protect security in new domains such as national digital sovereignty, cybersecurity, information security, and data safety during the digital transformation process. Emerging threats—including robotics, unmanned systems, and cyber warfare—must also be proactively addressed.

General Secretary Lâm called for enhanced efforts to safeguard regime, governmental, cultural, ideological, and economic security; protect key national leaders and members of the scientific and technological community; and address complex social and regional security issues, particularly those related to religion, ethnicity, and labour.

He also instructed the force to continue reducing crime sustainably, striving to build communes and provinces free of drugs and crime as a foundation for constructing socialist communes and provinces.

In the immediate term, the Party chief directed focused efforts to ensure absolute security and safety for Party congresses at all levels, the 14th National Party Congress, and the upcoming elections of deputies to the 16th National Assembly and People’s Councils for the 2026–2031 term.

Additionally, he urged the enhancement of institutional capacity and resources for maintaining national security and social order. He highlighted the importance of leveraging advancements in science and technology—particularly artificial intelligence, quantum technology, and other strategic innovations—to strengthen security capabilities and build a modern, resilient, and dual-use security industry.

“These efforts will form a solid foundation for enhancing national security potential, reinforcing the capacity to safeguard social order, and contributing to the continued building and defence of the socialist Fatherland,” General Secretary Lâm affirmed.
