Tô Lâm Calls for Shift Toward Proactive Security, Stronger Forecasting and Prevention

Hanoi, The Gulf Observer: General Secretary of the Communist Party of Việtnam Central Committee and President Tô Lâm has called on the Central Public Security Party Committee and the Ministry of Public Security to make a decisive shift from responding to security threats toward effective forecasting, prevention and proactive management of emerging risks.

Tô Lâm made the remarks at a meeting in Hànội on Wednesday reviewing the performance of the Central Public Security Party Committee and the Ministry of Public Security during the third quarter and the first nine months of 2026, while outlining key tasks for the remainder of the year.

The Party and State leader stressed that the principle of “proactive security” must be applied consistently across all areas of public security work.

He praised the public security forces for their efforts and achievements since the beginning of the year, particularly during the third quarter, noting their role in implementing Party guidelines and resolutions and translating them into concrete results.

Among the sector’s major achievements, Tô Lâm highlighted its advisory role in helping the Party Central Committee issue two resolutions concerning the National Security Strategy and the building of a disciplined, safe, civilised, harmonious and developed society.

He noted that these were the first central-level resolutions specifically addressing the construction of such a society.

“All key security and public order targets and indicators were met or exceeded, national security was firmly maintained, and no unexpected or unforeseen situations were allowed to arise,” he said.

According to the leader, crime related to social order declined by 12.09 per cent. Significant progress was also recorded in combating corruption, wastefulness and negative practices, as well as drug-related crimes, online fraud and intellectual property violations.

Tô Lâm called for stronger strategic research, forecasting and early-warning capabilities, stressing that potential risks must be identified from their earliest stages and addressed promptly, from a distance and at their source.

He said the Central Public Security Party Committee must continue to play a central advisory role while accelerating implementation of resolutions, conclusions and plans that have already been adopted.

“The key task now is to speed up implementation and produce concrete results,” he stressed.

The General Secretary and President also urged the public security sector to pay greater attention to emerging and complex security and public-order challenges and make substantive progress in developing a modern, multi-layered, people-based security posture.

He called for decisive implementation of the roadmap to strengthen human security and urged the Ministry of Public Security to promptly demonstrate its role as the standing body of the Central Steering Committee on the development of science and technology, innovation and national digital transformation.

Tô Lâm further requested the sector to ensure tangible progress and concrete outcomes in implementing Resolution No. 57 on breakthroughs in science, technology, innovation and national digital transformation.

At the same time, he called for continued efforts to build a revolutionary, regular, elite and modern public security force capable of meeting the country’s security and development requirements.
