Morocco, Russia Foreign Ministers Reaffirm Strategic Partnership in Phone Call

Rabat, The Gulf Observer: Morocco’s Foreign Minister Nasser Bourita held a telephone conversation with Russian Foreign Minister Sergey Lavrov to discuss the strong and growing friendship and cooperation between Morocco and Russia.
During the call, both ministers expressed satisfaction with the current state of bilateral relations and reaffirmed their countries’ commitment to further strengthening and deepening the partnership.
The conversation came as the two nations mark the 10th anniversary of their Deepened Strategic Partnership, established in March 2016 during the historic visit of Mohammed VI to Moscow.
Bourita and Lavrov also exchanged views on a range of regional and international issues, emphasizing the importance of continued consultation and enhanced coordination between the two countries in support of global peace and stability.
Their discussions underscored the longstanding diplomatic relations between Rabat and Moscow, which span several decades and have evolved into a broad strategic partnership since 2016. The agreement established a comprehensive framework for cooperation covering political dialogue, economic ties, and cultural exchanges.
Over the past year, Morocco and Russia have further strengthened cooperation through regular high-level contacts and diplomatic engagements. Officials from both sides have repeatedly highlighted their commitment to strategic cooperation based on mutual respect and shared interests.
In late 2025, the two countries signed a new four-year maritime fisheries agreement allowing Russian vessels to operate in Morocco’s Atlantic fishing zone under agreed conditions. The first session of the Joint Fisheries Commission was recently held in Rabat to begin implementing the agreement, which also includes collaboration in scientific research, marine resource management, and scholarship opportunities for Moroccan students.
Bilateral cooperation has also expanded beyond traditional sectors. The two countries convened the eighth session of the Morocco–Russia Joint Governmental Commission in 2025, during which several agreements were signed to further broaden the scope of their partnership.
Morocco has maintained what observers describe as a balanced diplomatic approach on global conflicts, including the war in Ukraine, a stance that Russia has publicly acknowledged and appreciated.
