President Ilham Aliyev Opens Paper and Hygiene Products Manufacturing Facility in Baku

Baku, The Gulf Observer: President of Azerbaijan Ilham Aliyev attended the opening of a new paper and hygiene products manufacturing facility operated by Fabriora Group LLC in the Garadagh district of Baku.
Minister of Economy Mikayil Jabbarov and Fabriora Group founder Ibrahim Uygur briefed President Aliyev on the facility’s operations and production capabilities.
The nearly 11-hectare enterprise will manufacture a range of paper and hygiene products, including baby diapers, various types of wipes and detergents. Production will rely on domestic raw materials as well as imported supplies and will utilize modern, highly automated technologies from Germany, Italy and Türkiye.
The facility is designed to meet domestic demand while also supporting exports to Georgia, Kazakhstan, Russia, Middle Eastern countries and other international markets. The project is expected to create 240 permanent jobs.
The enterprise was privatized through an investment competition organized by the State Service on Property Issues under the Ministry of Economy. Total investment in the project amounts to AZN 27 million.
Under an investment promotion document, Fabriora Group received exemptions totaling AZN 1 million from value-added tax and customs duties on imported equipment.
The establishment of the facility forms part of Azerbaijan’s broader efforts to strengthen its industrial potential, expand competitive domestic manufacturing and develop more sustainable production and supply chains.
The expansion of local production is expected to contribute to meeting domestic demand, reducing dependence on imports and creating greater opportunities for Azerbaijani-made products to enter international markets.
