Azerbaijan Amends Decree on Reporting and Coordination of High-Level Delegation Visits

Baku, The Gulf Observer: President of Azerbaijan Ilham Aliyev has signed a decree amending regulations on the submission of reports and information related to visits by high-level delegations.
Under the amendment, official visits to foreign countries by Azerbaijani high-level delegations led by the Prime Minister, deputy prime ministers, heads of central executive bodies or their deputies will now require coordination with the President of Azerbaijan. The same requirement will apply to visits to Azerbaijan by high-level foreign delegations led by deputy ministers or higher-ranking officials, heads or deputy heads of international organisations, and representatives of public legal entities and state-controlled institutions.
According to the decree, reports on the outcomes of such visits must also be submitted to the President of Azerbaijan following the completion of the trips.
The amended rules further stipulate that detailed information regarding the visit programme — including the purpose, participants, venue, dates, significance of the meetings, necessity of physical participation, travel and related expenses, funding sources, and expected outcomes — must be submitted no later than 15 working days before the visit begins.
In cases where submission within the prescribed period is not possible for justified reasons, the information may be submitted within a shorter timeframe, provided that the reasons are explained.
The decree also states that if an Azerbaijani delegation includes representatives from two or more state bodies or institutions, the required information and proposals regarding the delegation head must be coordinated with the relevant institutions beforehand.
The Cabinet of Ministers of Azerbaijan has been tasked with resolving issues arising from the implementation of the decree.
