President Tokayev Hails Historic Parliamentary Transition as Kazakhstan Enters New Constitutional Era

Astana, The Gulf Observer: President Kassym-Jomart Tokayev has described Kazakhstan’s ongoing constitutional transformation as a “historic event of unprecedented scale,” declaring that the country is closing one chapter of its independent statehood and embarking on a fundamentally new era of governance.
Addressing a joint session of the chambers of the Kazakh Parliament, President Tokayev said the occasion marked more than the conclusion of another parliamentary session, emphasizing that it represented the culmination of an entire phase in the development of independent Kazakhstan and the beginning of a new chapter in the nation’s constitutional history.
The President announced that the Republic’s new Constitution will come into force on Tuesday, bringing sweeping institutional reforms to the country’s political system. Under the constitutional changes, the existing bicameral Parliament will be replaced by a unicameral Qurultai, fundamentally restructuring the system of state governance. He said the reforms reflect both continuity and the historical evolution of Kazakhstan’s statehood.
Reflecting on the country’s legislative history, President Tokayev noted that Kazakhstan’s first professional Parliament was established three decades ago and has played a pivotal role in strengthening national sovereignty, developing the country’s legal framework, and supporting the transition to a market economy.
He highlighted the legislature’s achievements over the past 30 years, noting that nearly 3,500 laws had been adopted, with approximately one in every ten bills initiated by members of Parliament themselves. He also paid tribute to the distinguished statesmen and public figures who laid the foundations of Kazakhstan’s legislative system, praising their contributions to nation-building and democratic development.
President Tokayev commended former and current lawmakers for their dedicated public service, saying their efforts had left a lasting legacy in the history of Kazakhstan’s parliamentarism and earned the respect of both the nation and the international community.
The Head of State further underscored Parliament’s longstanding role as a constructive institution that consistently responded to the evolving needs of society. He said the legislature had brought together professionals from diverse sectors to pursue common national objectives, fostering a high standard of parliamentary culture and legislative practice.
According to President Tokayev, each successive parliamentary convocation has reflected Kazakhstan’s steady and evolutionary progress, serving as an important indicator of the country’s political maturity and institutional development as it moves into a new constitutional era.
