Vietnam Welcomes Long-Term Investment by Global Technology Firms, Tô Lâm Says

Hanoi, The Gulf Observer: Việtnam welcomes and will continue to facilitate investment and long-term partnerships by leading global technology corporations, including US companies, General Secretary of the Communist Party of Việtnam Central Committee and President Tô Lâm said.

He made the remarks during a reception in Hànội on Thursday for Qualcomm Incorporated President and CEO Cristiano Amon, where he reaffirmed Việtnam’s commitment to strengthening relations with the United States.

Tô Lâm said Việtnam attaches great importance to its ties with the US and expressed satisfaction over the stable, positive and increasingly substantive development of bilateral relations, particularly since the two countries established a Comprehensive Strategic Partnership in 2023.

He noted that Việtnam is pursuing a self-reliant, innovation-driven, sustainable and globally integrated growth model, with science and technology, innovation, digital transformation and artificial intelligence (AI) serving as key drivers. The country is also prioritising investments that promote technology transfer and enhance the quality of its workforce.

Welcoming Amon’s return to Việtnam, Tô Lâm praised Qualcomm’s two decades of development and investment in the country, particularly in research and development (R&D), innovation support and the technology ecosystem. He highlighted Qualcomm’s R&D centre in Hànội and its partnerships with Vietnamese companies, including Viettel and VinSmart.

The Vietnamese leader expressed support for Qualcomm’s plans to position Việtnam as a key Asian hub and an important global R&D centre, saying the initiative was consistent with cooperation between Việtnam and the US in science, technology and innovation under their Comprehensive Strategic Partnership.

He encouraged Qualcomm to expand its long-term investments in areas in which it has strong expertise, including AI, semiconductors, robotics, 5G/6G, data centres and next-generation connectivity.

Tô Lâm also called for greater technology transfer, expanded sharing of management and governance experience, and deeper cooperation with Vietnamese enterprises, universities and research institutions. He urged Qualcomm to support domestic companies in strengthening their technological capabilities and integrating more deeply into global technology supply chains.

In response, Amon said his visit comes as Qualcomm advances the development of emerging technologies, particularly AI, semiconductors and connected computing, while expanding its R&D activities in Việt Nam.

He praised Việtnam’s vision, determination and policies aimed at advancing science and technology, innovation, digital transformation and the semiconductor industry. Amon said the country’s development achievements have strengthened its appeal to the global business community and enhanced its position as an emerging regional hub for high-tech manufacturing, research, innovation and the digital economy.

Amon said Qualcomm considers Việtnam an increasingly important market and technology hub in Asia and is working to make the country its third-largest AI R&D centre globally.

With more than US$100 billion invested in R&D worldwide, Qualcomm intends to leverage its technological capabilities, research network and international partner ecosystem to expand cooperation with Việtnam in AI, semiconductors, 5G/6G, connected computing and next-generation technology infrastructure.

The Qualcomm CEO expressed the company’s desire to further expand investment and maintain a long-term presence in Việtnam. He also affirmed Qualcomm’s readiness to strengthen cooperation with Vietnamese government agencies, businesses, research institutions and universities in research, workforce development, technology transfer and the advancement of next-generation technologies.

Amon said Qualcomm would continue contributing to the development of Việtnam’s semiconductor, AI and broader innovation ecosystems in the years ahead.
