Turkmenistan

Brussels, The Gulf Observer: A delegation from Turkmenistan, led by Minister of Finance and Economy Mammetguly Astanagulov, participated in the second Global Gateway 2025 Forum held in Brussels. The event focused on strengthening mutually beneficial partnerships and advancing sustainable infrastructure connectivity at the global level.

The official programme of the Forum featured keynote speeches by heads of state and thematic sessions on energy, transport, the digital agenda, and industrial competitiveness.

The Forum was inaugurated by President of the European Commission Ursula von der Leyen, with welcoming remarks delivered by High Representative of the EU for Foreign Affairs and Security Policy and Vice-President of the European Commission Kaja Kallas. The closing remarks were presented by EU Commissioner for International Partnerships Jozef Síkela.

The Forum included a series of panel discussions and working sessions, notably on scaling up flagship Global Gateway projects such as expanding hydropower potential in Central Asia, developing transport connectivity, and advancing green shipping corridors. As part of efforts to enhance financial mechanisms, the Team Europe initiative and its partners announced deeper collaboration with international development banks, including the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD). The goal is to mobilize investments in infrastructure and job creation, with particular emphasis on increasing energy investments in Central Asia.

On the sidelines of the event, Minister Astanagulov held talks with representatives of the EIB. The discussions covered practical aspects of bilateral cooperation, the draft of a country-level agreement, and EIB participation in the upcoming LLDC3 Conference in Avaza. These contacts align closely with the Forum’s priorities, especially regarding the expansion of energy and infrastructure investments under the Team Europe initiative and through international financial institutions.

On the first day of the Forum, a working dinner for heads of delegations was chaired by Commissioner Jozef Síkela, providing the Turkmen delegation an opportunity to exchange views with senior officials of the European Commission on key areas of cooperation.

The participation of Turkmenistan’s delegation in the Global Gateway 2025 Forum fostered a substantive exchange on financing sustainable infrastructure and strengthened direct working contacts with EU institutions and international financial organizations.
