13th CPV Central Committee Plenum Opens in Hanoi to Discuss Preparations for 14th National Party Congress

Hanoi, The Gulf Observer: The 13th plenum of the 13th Communist Party of Việtnam (CPV) Central Committee commenced in Hanoi on Monday morning under the chairmanship of Party General Secretary Tô Lâm, who delivered the opening speech. Politburo member and State President Lương Cường presided over the opening session.

Running through October 8, the plenum’s agenda centers on preparations for the 14th National Party Congress and the review of major socio-economic developments.

Regarding personnel work for the upcoming congress, the CPV has completed the nomination process for the 14th CPV Central Committee, including both official and alternate members, encompassing incumbents and new candidates. By August 20, all Party committees and organizations across the country had submitted personnel proposals to the Personnel Sub-committee. Based on these recommendations, the Politburo reviewed, screened, and finalized the list of nominees, followed by internal voting for both the CPV Central Committee and its Inspection Commission for the next term.

During the plenum, the Politburo will brief the Central Committee on the nomination results and plans for these key bodies, after which the Central Committee will cast votes on the proposed lists. The Politburo emphasized that this personnel work is “particularly crucial” and represents “the key of the key” to ensuring the success of the 14th National Party Congress and the country’s long-term development.

The draft documents for the upcoming congress have been comprehensively updated and refined, incorporating contents approved during the 11th and 12th plenums. These documents aim not only to summarize national development over the past five years and outline goals for the next five years, but also to define strategic directions and visions for Việtnam’s progress through the mid-21st century.

The drafts integrate the core elements of seven new Politburo resolutions into the Political Report and introduce 17 new points to be presented at the congress.

On the socio-economic front, Việtnam recorded robust growth in 2025 despite global economic challenges and natural disasters. The country’s GDP grew 8.22 per cent in Q3 and 7.84 per cent in the first nine months, while state budget revenue reached nearly VNĐ2 quadrillion (US$76.92 billion), equivalent to 97.9 per cent of the annual target. The trade surplus neared US$17 billion, and all 15 key annual targets are expected to be met or surpassed, with full-year GDP growth projected between 8.1–8.5 per cent.

In his opening remarks, Party General Secretary Tô Lâm emphasized that 2026 will mark the first year of the new term, serving as a crucial period for implementing the Resolution of the 14th National Party Congress. He outlined ambitious national objectives, including GDP growth exceeding 10 per cent, per capita income between US$5,400–5,500, and consumer price index (CPI) growth around 4.5 per cent.

Tô Lâm called on the CPV Central Committee to provide strategic guidance to the National Assembly and the Government in finalizing the 2026 socio-economic development plan and state budget estimates, stressing the need to steer the country toward “stability, discipline, acceleration, breakthrough, and sustainability.”
