President Tokayev Establishes Working Group on Parliamentary Reform to Implement State of the Nation Address

Astana, The Gulf Observer: President of Kazakhstan Kassym-Jomart Tokayev has signed a decree establishing a Working Group on Parliamentary Reform, tasked with developing proposals to implement the key initiatives outlined in his State of the Nation Address delivered on September 8, 2025, titled “Kazakhstan in the Era of Artificial Intelligence: Current Challenges and Solutions through Digital Transformation,” Akorda reported.
The newly formed Working Group brings together representatives of both chambers of Parliament—the Majilis and the Senate—as well as members of the Assembly of the People of Kazakhstan and leaders of political party factions represented in the Majilis.
In addition, the group includes heads of research institutes, prominent legal scholars, and experts specializing in constitutional law, the theory of state and law, along with members of the National Kurultai who have played a key role in advancing Kazakhstan’s legal and institutional reforms.
The establishment of the Working Group marks an important step toward implementing the President’s proposal—announced during his 2025 address—to transform Kazakhstan’s Parliament into a unicameral body, aimed at enhancing the efficiency, transparency, and democratic character of the legislative process.
Through this initiative, the Kazakh leadership seeks to align the structure of governance with the country’s ongoing digital transformation and modernization agenda, ensuring that legislative reforms support the broader vision of a technologically advanced, accountable, and people-centered state.
