Hanoi Targets US$4.5 Billion in Foreign Investment Under 2026 Integration Plan

Hanoi, The Gulf Observer: Vietnam’s capital has outlined an ambitious plan to attract approximately US$4.5 billion in foreign direct investment (FDI) this year as part of its broader strategy to deepen international economic integration and drive sustainable growth.

The initiative is detailed in Decision No. 53/KH-UBND on international economic integration in 2026, issued by the Hanoi People’s Committee. The plan aims to create fresh momentum for rapid and sustainable development while enhancing the city’s competitiveness and standing amid deeper global integration.

According to the decision, Hanoi seeks to significantly improve its investment and business environment, expand and diversify export markets, and reduce reliance on traditional trading partners. The strategy also emphasizes linking economic integration with political, cultural, social, scientific, technological, as well as defence and security sectors.

In the tourism sector, the capital has set a target of welcoming 8.6 million international visitors in 2026. Additionally, Hanoi aims to raise the proportion of key export-oriented enterprises achieving green and sustainable certifications to 15–20 percent, while maintaining and improving its position in the Free Trade Agreement (FTA) implementation index. These measures are intended to strengthen the reputation and global integration capacity of Hanoi’s business community.

To meet these objectives, the city plans to review, amend, and supplement legal documents to ensure alignment with new-generation FTAs. Efforts will also focus on improving investment and business environment indices, reducing operational costs for enterprises, and accelerating digital transformation in administrative procedures.

Further measures include enhanced support for small and medium-sized enterprises, promotion of industrial clusters and sustainable value chains, and intensified trade promotion. Hanoi will also expand international outreach through the “Hanoi – A Green Destination” programme to attract investment and access new global markets.
