Turkmenistan Holds International Conference Marking 30th Anniversary of Institute of State, Law and Democracy

Ashgabat, The Gulf Observer: An international scientific-practical conference titled “Milestones in the Development of Statehood, the Legal System, and Democracy in Neutral Turkmenistan” was held at the Adalat Palace in Ashgabat to mark the 30th anniversary of the establishment of the Institute of State, Law, and Democracy of Turkmenistan.
The conference brought together representatives of the Mejlis (Parliament) of Turkmenistan, various ministries and government agencies, public organizations, faculty members and students of the Academy of Civil Service under the President of Turkmenistan, young students, as well as heads of diplomatic missions and international representations accredited in the country.
Participants listened with keen interest to a congratulatory address from President Serdar Berdimuhamedov, which highlighted Turkmenistan’s continued commitment to strengthening statehood, the rule of law and national democratic principles.
The presidential message underscored that, guided by these fundamental principles, Turkmenistan is consistently advancing the development of civil society and strengthening the relationship between the state, society and the individual.
Speakers at the conference emphasized that, in the country’s current historical era, the legal foundations of Turkmenistan as a democratic, law-based and secular state are undergoing systematic improvement. They highlighted the extensive efforts being undertaken to modernize the national legislative framework and bring it into greater harmony with universally recognized principles and norms of international law.
A key focus of the discussions was Turkmenistan’s contribution to international law and multilateral diplomacy. Participants highlighted the unanimous adoption in May and July 2026, during the 80th session of the United Nations General Assembly, of two resolutions initiated by Turkmenistan: “The Role and Significance of a Policy of Neutrality in Maintaining and Strengthening International Peace, Security, and the Process of Sustainable Development” and “2028 – Year of International Law.”
The adoption of these resolutions was described as an event of historic significance, reflecting Turkmenistan’s efforts to promote neutrality, international peace and security, sustainable development and the strengthening of the international legal order.
It was further noted that the adoption of more than 30 resolutions proposed by Turkmenistan by the UN General Assembly demonstrates the country’s substantial contribution to the development of international law and the promotion of constructive international cooperation.
The forum also featured presentations by international experts and scholars, who exchanged views on the development of state institutions, legal reforms and democratic governance. Particular attention was given to a report delivered by Turkmenistan’s Authorized Representative for Human Rights (Ombudswoman), which focused on legislative guarantees for the protection of human rights and the alignment of national practices with internationally recognized principles.
The conference provided a constructive platform for reviewing achievements and discussing future priorities in the development of Turkmenistan’s statehood, modernization of its national legal system and further strengthening of the democratic foundations of society.
At the conclusion of the event, participants adopted an address to President Serdar Berdimuhamedov, expressing their appreciation for the high standard of organization and the favorable conditions provided for the conference.
They also extended their best wishes to President Serdar Berdimuhamedov and the National Leader of the Turkmen People, Hero-Arkadag Gurbanguly Berdimuhamedov, wishing them good health, longevity and continued success in their efforts to ensure the well-being and prosperity of Turkmenistan and its people.
