Council of Europe Parliamentary Assembly Commends Kazakhstan’s Constitutional Referendum

Astana, The Gulf Observer: The Parliamentary Assembly of the Council of Europe (PACE) has commended the outcome of Kazakhstan’s constitutional referendum held on March 15, describing it as a significant milestone in the country’s institutional transformation and the modernisation of its system of public governance.
In a joint statement, members of the Assembly welcomed the referendum’s outcome, saying it marked an important step toward strengthening Kazakhstan’s governance framework and advancing constitutional reforms.
“We commend the outcome of the constitutional referendum held on 15 March 2026 in the Republic of Kazakhstan as an important stage in the institutional transformation of the State and the modernisation of its system of public governance,” the statement said.
PACE also welcomed the objectives of the constitutional reforms, which include transitioning to a more balanced model of governance, strengthening accountability mechanisms, expanding citizens’ access to constitutional justice, and reinforcing guarantees for the protection of human rights.
The Assembly further praised the ongoing constructive dialogue between Kazakhstan and the Council of Europe under existing cooperation frameworks, aimed at exchanging expertise in constitutional development, the rule of law, and the protection of human rights.
The signatories reaffirmed their readiness to support Kazakhstan’s continued efforts to strengthen democratic governance and uphold the rule of law, describing the country as a reliable partner in the Eurasian region.
According to the statement, the Assembly expressed confidence that continued cooperation would contribute to further institutional reforms and democratic development in Kazakhstan while enhancing the protection of citizens’ rights and freedoms.
