Hanoi and Moscow Advance New Friendship and Investment Projects

Moscow, The Gulf Observer: Hanoi and Moscow have agreed to advance additional friendship and investment projects aimed at further strengthening cooperation and ties between the two capitals.
The understanding was reached during a working session between an inter-agency Vietnamese delegation led by Politburo member and Secretary of the Hanoi Party Committee Trần Đức Thắng and Moscow authorities.
During a meeting with Moscow Deputy Mayor Alexander Gorbenko and a separate working session with Sergey Cheremin, head of the Moscow Department for External Economic and International Relations, Thắng emphasised the need to effectively implement commitments under the 2025–2027 Hanoi-Moscow cooperation plan.
The two sides reviewed final steps for implementing several symbolic projects, including the Moscow House and a Russian multidisciplinary technical school in Hanoi. The projects have received approval in principle, although certain technical issues remain to be resolved.
The discussions took place against the backdrop of growing momentum in the Comprehensive Strategic Partnership between Vietnam and Russia, which has been reinforced by high-level exchanges and expanding bilateral cooperation since early 2025.
The outcomes of the 25th session of the Vietnam-Russia Intergovernmental Committee on Economic, Trade and Scientific-Technical Cooperation further reaffirmed the two governments’ commitment to expanding bilateral ties across multiple sectors. Preparations are also underway for the committee’s 26th session, scheduled for the fourth quarter of this year, with the aim of establishing new frameworks for cooperation.
Hanoi reaffirmed its determination to implement the agreed projects, drawing on the experience of the Hanoi-Moscow Trade Centre, which has operated successfully in Moscow for many years.
During the meeting with Moscow’s deputy mayor, the two sides held detailed discussions on practical coordination mechanisms for the Moscow House project, with the objective of completing procedures related to its investment policy and investor as early as September.
In talks with Cheremin, Thắng also outlined specific requirements concerning the Moscow House and Russian technical school projects and discussed a proposed cooperation agreement between the Hanoi People’s Committee and the Moscow administration on urban railway development.
The proposed cooperation would cover the development of standards and technical regulations for Hanoi’s urban railway system, research into typical and modular designs reflecting the capital’s architectural, cultural and historical characteristics, and technological solutions to ensure integrated and seamless operation among urban railway lines.
The two sides also considered the establishment of a network operation and control centre as part of efforts to enhance the efficiency and integration of Hanoi’s future urban railway system.
Thắng called for broader investment cooperation with Russian companies, including the formation of consortia for urban railway projects, drawing on the model of the Vietsovpetro joint venture. He also stressed the importance of mobilising experienced Russian experts to support Hanoi in the planning, investment and construction of its urban railway network.
Earlier, Vice Chairman of the Hanoi People’s Committee Trương Việt Dũng led an inter-agency delegation on a fact-finding visit to the Moscow Metro control centre and held working sessions with Moscow Metro representatives and several companies operating in the sector.
The latest discussions underscore Hanoi and Moscow’s shared commitment to translating longstanding friendship into practical investment, infrastructure and technological cooperation, while opening new avenues for deeper ties between the two capitals.
