PM Chinh Urges Development of Laws to Implement Party Guidelines and Boost Economic Growth

Hanoi, The Gulf Observer: In a crucial Government session on law building held on Tuesday, Prime Minister Phạm Minh Chính emphasized the necessity of developing laws to concretize the Party’s guidelines and overcome obstacles hindering the nation’s development.

During the session, Prime Minister Chính called upon ministries and sectors to enhance their policy response capacity, ensuring timely adjustments to address difficulties and roadblocks, particularly in the realms of production and business. He stressed the importance of expediting decentralization, simplifying administrative procedures, and refining business conditions during the law-building process, aiming to unlock all available resources for socio-economic development.

Furthermore, Prime Minister Chính urged ministries and sectors to seek guidance from experts, consult with scientists, and draw lessons from international experiences in the law-building process. He highlighted the significance of effective communication efforts, especially during the formulation and issuance of laws, to garner public consensus.

Emphasizing clarity and simplicity in the language used in laws, Prime Minister Chính stated that expressions within legal documents must be straightforward, concise, and easily understandable to facilitate practical implementation.

Addressing the need to streamline the process of amending and supplementing legal documents to align with the country’s development requirements, Prime Minister Chính underscored the importance of preventing group interests and policy corruption during the law-building phase.

During the session, cabinet members provided insights into several draft laws, including the Law on People’s Air Defence, the revised Law on Management and Use of Weapons, Explosives and Supporting Tools, the revised Law on Cultural Heritage, the draft amendments to the Law on Standards and Technical Regulations, and the draft amendments to the Pharmacy Law.

Additionally, proposals were considered for building new laws such as the Diplomatic Ranks Law, revised Aviation Law, revised Railway Law, Law on Geology and Minerals, and Law on Digital Technology Industry.

As the Government plans to submit nine bills to the seventh session of the 15th National Assembly for consideration and approval, Prime Minister Chính urged ministries and ministerial-level agencies to mobilize resources and complete the bills in accordance with regulations.
