President of Turkmenistan Signs Decree to Establish International University of Industrialists and Entrepreneurs

Ashgabat, The Gulf Observer: President of Turkmenistan Serdar Berdimuhamedov has signed a decree officially establishing the International University of Industrialists and Entrepreneurs, a move aimed at supporting the country’s long-term socio-economic development and fostering a new generation of skilled professionals, according to state media.
The university’s creation aligns with the objectives outlined in the Presidential Program for the Socio-Economic Development of Turkmenistan for 2022–2028, particularly in strengthening entrepreneurship and professional capacity across strategic economic sectors.
Under the presidential decree, the Ministry of Education has been assigned key responsibilities in launching the new institution. These include developing and securing legal approval of the university’s charter and structural framework, ensuring licensing and accreditation, and preparing academic programs that comply with international standards.
In addition, the ministry is tasked with:
- Approving annual student admission quotas,
- Determining tuition fees,
- Facilitating enrollment beginning with the 2025–2026 academic year, and
- Coordinating the invitation of foreign instructors and international academic experts.
As part of the university’s organizational rollout, President Berdimuhamedov also approved key leadership appointments:
- Hydyrguly Atamuradovich Kadyrov as Rector,
- Handurdy Shadurdyyevich Handurdyyev as Vice-Rector for Academic Affairs, and
- Aymyrat Babamyradovich Muhammedov as Vice-Rector for Research.
The establishment of the International University of Industrialists and Entrepreneurs marks a significant step in Turkmenistan’s commitment to expanding its higher education infrastructure and building a globally competitive knowledge economy.
