September 20 — A New Chapter in Azerbaijan’s State Sovereignty: Leadership, History and the Future

September 20 holds a special place in the modern history of Azerbaijan. It symbolizes the completion of a long and complex stage in the restoration of the country’s territorial integrity and state sovereignty.

On September 19, 2024, President of the Republic of Azerbaijan Ilham Aliyev signed an Order establishing September 20 as the State Sovereignty Day of the Republic of Azerbaijan. The date was chosen because, on September 20, 2023, following a 23-hour military operation, Azerbaijan announced the full restoration of its state sovereignty throughout the country.

For Azerbaijan, September 20 is not simply a date on the calendar. It symbolizes the completion of a historical process that began with the restoration of independence, continued through decades of struggle, diplomatic efforts and state-building, reached a decisive turning point in 2020, and entered a new stage in September 2023.

It is also a date that provides an opportunity to reflect on the importance of state leadership, national unity, historical responsibility and the future of an independent country.

Independence as the Foundation of Statehood

The modern Republic of Azerbaijan restored its state independence in 1991. The Constitutional Act on the State Independence of the Republic of Azerbaijan was adopted on October 18, 1991.

The restoration of independence created the legal and political foundation for the development of a sovereign Azerbaijani state. However, independence alone could not automatically guarantee territorial integrity, security and long-term stability.

The first decades of independence were accompanied by serious challenges, including economic difficulties, political instability, the conflict surrounding Karabakh and the occupation of Azerbaijani territories.

As a result, the issue of territorial integrity became one of the central questions of Azerbaijan’s modern statehood.

The history of independent Azerbaijan demonstrates that sovereignty is not an abstract concept. It requires functioning state institutions, economic strength, a strong defence system, effective diplomacy and the ability to protect the country’s national interests.

Ilham Aliyev and the Restoration of State Sovereignty

The process that ultimately led to the restoration of Azerbaijan’s territorial integrity and full state sovereignty is closely connected with the political and military developments that took place during the presidency of Ilham Aliyev.

After being elected President in 2003, Ilham Aliyev stated that the liberation of Azerbaijan’s territories was one of his principal objectives as head of state. In a speech delivered at the beginning of 2021, following the 44-day war, he also noted that this issue had remained one of the key priorities throughout his presidency.

In the following years, Azerbaijan consistently strengthened its state institutions, economy and defence capabilities while continuing its diplomatic efforts regarding the unresolved conflict.

A decisive turning point came in 2020.

2020: A Historic Turning Point

On September 27, 2020, a 44-day war began. In Azerbaijan’s official state terminology, it is referred to as the Patriotic War.

During the war, the Azerbaijani Armed Forces regained control over the districts of Jabrayil, Fuzuli, Zangilan and Gubadli, as well as the city of Shusha and numerous settlements.

The military operations were conducted under the leadership of President of the Republic of Azerbaijan and Supreme Commander-in-Chief Ilham Aliyev. In official Azerbaijani sources, the military campaign is referred to as the “Iron Fist” operation.

The events of 2020 fundamentally changed the political and territorial reality of the region.

On November 10, 2020, the President of Azerbaijan, the Prime Minister of Armenia and the President of Russia signed a trilateral statement on the cessation of hostilities. The document established a new framework for the post-war situation.

However, the process of restoring full state sovereignty had not yet been completed.

From the 2020 Victory to Full Sovereignty in 2023

The period from November 2020 to September 2023 became another important stage in the modern history of Azerbaijan.

According to statements by President Ilham Aliyev, the restoration of full state sovereignty remained one of the country’s key objectives during this period. In subsequent remarks, he described the measures undertaken between November 2020 and September 2023 as part of a consistent process aimed at achieving this objective.

This period was accompanied by political, diplomatic, legal and military developments that gradually transformed the situation on the ground.

Azerbaijan also promoted the idea of a peace agreement with Armenia based on the principles of mutual recognition of territorial integrity and sovereignty.

September 19–20, 2023: The Restoration of Full Sovereignty

On September 19, 2023, Azerbaijan announced the beginning of local anti-terrorist measures in the Karabakh economic region, stating that these measures were aimed at responding to armed provocations, disarming illegal armed formations and restoring constitutional order.

The operation lasted approximately 23 hours and ended on September 20.

According to Azerbaijan’s official position, following the events of September 19–20, the country’s state sovereignty was fully restored.

This moment marked the completion of a historical stage that had continued for decades.

On October 15, 2023, President and Supreme Commander-in-Chief Ilham Aliyev raised the State Flag of the Republic of Azerbaijan in Khankendi, Khojaly, Aghdara and other settlements.

The raising of the State Flag in these cities became one of the most important symbols of a new period in Azerbaijan’s history.

What Does Sovereignty Mean for a State?

Sovereignty is a broader concept than control over territory.

It is the ability of a state to exercise its constitutional authority throughout its internationally recognized territory, protect its citizens, maintain public order and independently determine its domestic and foreign policy.

For Azerbaijan, the restoration of sovereignty therefore encompasses several dimensions.

It is a territorial issue.

It is a constitutional issue.

It is a political issue.

It is an institutional issue.

And it is deeply connected with national identity and historical memory.

The State Flag flying over territories under Azerbaijan’s sovereignty is therefore not merely a national symbol. It represents the functioning of state authority and the continuity of Azerbaijani statehood.

From Military Victory to Peaceful Development

The restoration of sovereignty also creates new responsibilities.

A military victory marks the completion of one historical stage, but it does not by itself determine the success of the next.

The post-war period requires reconstruction, economic development, infrastructure building, educational development, environmental restoration and the creation of sustainable living conditions for the population.

Azerbaijan has therefore entered a new stage in which the concept of victory is increasingly associated with reconstruction and development.

The transformation of Karabakh and East Zangezur is an important part of this process.

A New Chapter in the History of Karabakh and East Zangezur

The reconstruction of the liberated territories has become one of the largest development projects in contemporary Azerbaijan.

Within the framework of the Great Return programme, roads, airports, energy infrastructure, schools, medical facilities, residential areas and other public infrastructure facilities are being developed.

The return of Azerbaijani citizens to their former places of residence gives the restoration of sovereignty a human dimension.

A territory is truly revitalized not only when its infrastructure is rebuilt, but when people return, work, study, establish families and build their future there.

Therefore, reconstruction is not merely an economic task.

It is part of the broader process of transforming military victory into sustainable peace and development.

Sovereignty Is Not Only a Right — It Is Also a Responsibility

The restoration of sovereignty brings with it a profound responsibility.

A sovereign state must preserve the achievements of previous generations while also creating favourable conditions for future generations.

This requires strong state institutions, responsible governance, economic resilience, the development of science and technology, environmental protection and respect for the rule of law.

For Azerbaijan, the new stage therefore means not only protecting territorial integrity but also further strengthening the foundations of modern statehood.

The experience of recent decades demonstrates that sovereignty must be continuously protected and developed.

A Strong State Is Built Every Day

The history of independent Azerbaijan demonstrates that state strength is built over a long period of time.

Economic development strengthens national independence.

Education develops human capital.

Science and technology increase competitiveness.

A strong defence system reinforces security.

Diplomacy develops international relations.

And social solidarity strengthens the state from within.

Therefore, the restoration of sovereignty should not be regarded as the final destination.

It is the foundation upon which the next stage of national development can be built.

The Younger Generation and the Continuation of the Historical Legacy

Every generation inherits a historical legacy from those who came before it.

For the young people of Azerbaijan today, the restoration of territorial integrity and sovereignty is no longer merely a historical objective described in textbooks. It is part of the living experience of their generation.

The responsibility of the younger generation is to understand the price paid for independence and peace while also looking towards the future.

The central question today is not only how historical achievements were attained.

Another important question is:

How can a dignified future be ensured for the younger generation?

The answer depends on education, innovation, professional competence, cultural development and civic responsibility.

Ultimately, the future of a country is created by the people who live in it.

Unity as a Foundation of Stability

One of the important lessons of Azerbaijan’s modern history is the significance of national solidarity.

During periods of major historical transformation, it is essential for society to have a shared understanding of the country’s fundamental national interests.

The restoration of sovereignty became possible through a combination of state policy, military capabilities, diplomatic activity, institutional development and the determination of Azerbaijani society.

The experience of recent decades demonstrates that national objectives can be achieved when state institutions and society are able to act around common priorities.

Why September 20 Is Not Only About the Past

September 20 is a day of remembrance, but it is also a day directed towards the future.

The restoration of sovereignty closes one chapter of Azerbaijan’s modern history.

The next chapter must be written through peaceful development.

This new stage should be measured not only by territorial control, but also by the quality of life of citizens, the strength of state institutions, the development of science and education, economic opportunities and the country’s contribution to regional and international stability.

This is where historical achievement becomes historical responsibility.

From Historical Memory to a Historical Future

The history of Azerbaijan has been shaped by numerous challenging periods.

The restoration of independence in 1991 created the foundation of the modern state.

The strengthening of state institutions in subsequent decades created the conditions for future development.

The 2020 war changed the territorial reality.

The events of September 2023, according to Azerbaijan’s official state position, completed the process of restoring state sovereignty.

The establishment of September 20 as State Sovereignty Day in 2024 gave this historical process a special place in Azerbaijan’s official calendar.

Each of these dates has its own significance.

Together, however, they form a broader historical picture — the consolidation of an independent Azerbaijani state.

September 20: A Date of Responsibility

There are dates that remind us of the past.

There are dates that define the present.

And there are dates that create obligations for the future.

September 20 belongs to all three categories.

It is a day that commemorates the restoration of state sovereignty.

It is a day that reflects the realities of contemporary Azerbaijan.

And it is a day that reminds the present generation of its responsibility to preserve peace, strengthen statehood and build a stable future.

Therefore, the restoration of sovereignty should not be viewed merely as the end of a historical struggle.

It should be understood as the beginning of a new stage.

A stage in which the main task is to transform the achievements of the past into sustainable development, peace and prosperity.

Conclusion

September 20 has become one of the significant dates in the modern history of Azerbaijan.

It symbolizes the restoration of state sovereignty and the completion of a historical process that continued for decades.

The path to this moment was shaped by the restoration of independence, the development of state institutions, the strengthening of national defence capabilities, diplomatic efforts, as well as the events of 2020 and 2023.

During the presidency of Ilham Aliyev, the restoration of territorial integrity and sovereignty was repeatedly identified as one of the country’s strategic national objectives. The events of 2020 and 2023 constituted decisive stages in this process, while the establishment of September 20 as State Sovereignty Day gave this date a special place in Azerbaijan’s civic and official calendar.

History has given Azerbaijan an opportunity to open a new page.

Now it is the responsibility of the present generation to give that page meaning.

September 20 is the day of restored state sovereignty.

At the same time, it is a day of responsibility for what independent Azerbaijan will become tomorrow.

May the state sovereignty of the Republic of Azerbaijan remain eternal and unshakable.

May the State Flag of the Republic of Azerbaijan always fly proudly over our homeland.

May peace, stability and development form the foundation of the country’s new stage of progress.

Happy State Sovereignty Day of the Republic of Azerbaijan!
