Uzbekistan is on the verge of a digital revolution, becoming a hub for innovation, entrepreneurship, and technological advancement in Central Asia. The country is pursuing the ambitious course of the Digital Uzbekistan – 2030 Strategy under the wise leadership of President Shavkat Mirziyoyev and is putting in place a new vision for the year of 2026. AI and digital technologies, along with e-governance, are helping Uzbekistan to achieve sustainable economic development, curb corruption, empower youth and become a key player in the global digital economy.

Remarkable Growth of ICT Sector

The Information and Communications Technology (ICT) sector has now become a key driver in the economy of Uzbekistan. It has been a strong sector recently, with a number of companies expanding in the industry and employment in the sector steadily increasing in recent years. The IT Park still continues its growth with the presence of thousands of companies and the exports of ICT more than doubled in just a few years, showing the competitiveness of the country in the international digital service market.

Visionary Leadership of President Shavkat Mirziyoyev and 2026 Priorities

President Mirziyoyev has set clear targets for digital development in Uzbekistan for 2026, stressing that the digital economy is the country’s economic future, innovation is its driving force, and its government services are fully digital. The key areas of focus are the growth of IT service exports, development of digital payment systems, modernization of telecommunications networks and the speeding up of 5G network rollout and fibre-optic internet.

The government is also trying to develop the startup ecosystem by establishing more innovation centers, technoparks, and IT Academies for young people with an ambition to establish thousands of startups, which are internationally competitive. One of the priorities is to make all government services fully accessible online, and to digitize paper documents while rendering the interaction between citizens and government easier via sophisticated e-government systems.

Combating Corruption by AI and Digital Transformation

One of the milestones is the Presidential Decree on extra measures for transparency in public procurements. It was signed by President Mirziyoyev and requires all public procurement to be digitized and the implementation of AI to eliminate corruption risks significantly by 2030.

An AI-based electronic module will automatically assess average market prices from March 2026 on a special information portal. These benchmarks will be created by AI and state customers will be required to use them and transactions over 10% over or 20% under the benchmark will be flagged up for automatic inspection. It aims to raise the proportion of competitive procurement approaches to 80%, cut budget costs significantly (by 25 trillion soums) and boost the proportion of local production in public procurement to at least 85%.

Other reforms involve introducing a more rigorous system of appointments of procurement commissions, a public digital system “Procurement KPI”, and the implementation of a national automated conflict-of-interest detection system (e-anticor.uz). Under these measures, Uzbekistan ensures a transparent and efficient digital governance framework, free of corruption.

AI as Next Frontier

Uzbekistan is taking a proactive approach towards the strategic integration of Artificial Intelligence. In October 2024, the country has adopted the national Strategy for the Development of Artificial Intelligence Technologies until 2030 (Presidential Resolution No. RP-358). It’s a comprehensive roadmap designed to pave the way for the successful adoption of AI in social and economic fields, with a vision of generating $1.5 billion in AI-powered software and services by 2030 and making major strides in public service provision and research infrastructure.

The government is set to start a Centre for Development of Artificial Intelligence and Digital Economy with an interest-free loan of USD 50 million. Seven priority sectors have been designated for the use of AI, such as the finance sector (where AI is used for fraud prevention and credit assessment), healthcare (diagnostics and personalized medicine), customs and taxation, agriculture and energy optimization.

AI development plans for 2026 focus on establishing a country-level platform and widespread implementation of AI in government services, as well as international collaboration. These activities are expected to create enormous economic values and hundreds of thousands of jobs.

A Vibrant Digital Entrepreneurship and Digital Future

Uzbekistan is home to a number of startups, which are being supported by strong government initiatives. A mix of IT parks, incubators, accelerators and new innovation centers is creating a vibrant and fresh entrepreneurial landscape, especially in the fintech sector and other high-growth industries. Youth and women are still being empowered on digital skills through UNDP-supported programs.

Uzbekistan is advancing with speed while adopting a measured strategy, fostering innovation while simultaneously establishing suitable regulatory measures to ensure data protection, ethical use of AI, and accountability for algorithms. Continuous investments in infrastructure, skills development and connectivity has the goal of closing the digital divide and inclusive growth.
