Vietnam and Germany Seek to Strengthen Legal and Judicial Cooperation

Berlin, The Gulf Observer: A working delegation from the Ministry of Justice of Vietnam, led by Deputy Minister Mai Lương Khôi, recently embarked on a productive trip to Germany within the framework of the Việt Nam – Germany legal and judicial cooperation, as outlined in the joint statement signed in 2008.

During a working session with the Federal Ministry of Justice, Deputy Minister Khôi and Parliamentary State Secretary Benjamin Strasser reviewed the collaborative activities between legal and judicial partners of Vietnam and Germany within the cooperative program for the period of 2022-2025. Discussions centered on the cooperative plan for 2024, focusing on specific and effective activities such as capacity-building for legal officials, judicial training, and digital transformation within the legal sector.

Parliamentary State Secretary Strasser commended the achievements made by both sides and expressed the Federal Ministry of Justice’s commitment to continued coordination with Vietnam in fully implementing cooperative activities in 2024. Additionally, the German Academic Exchange Service will collaborate with the Vietnamese side to support high-quality human resources training at the German Law Centre established at the Hà Nội University of Law.

General Director of the German Foundation for International Legal Cooperation (IRZ), Alexandra Albert, reaffirmed continued support for the Vietnamese ministry in learning international experience in relevant areas.

Deputy Minister Khôi also held a meeting with Minister of Justice of Hessen State, Christian Heinz, during which both parties agreed to continue implementing the Memorandum of Understanding signed between the two ministries in November 2022. Experts from the German side shared experiences in building and implementing the state’s e-justice program with the Vietnamese ministry.

At a working session with Vice Chairman of Hessen State Parliament’s Legal Commission, Frederick Bouffier, Deputy Minister Khôi briefed on the cooperative results in the legal field between Hessen and Vietnam. Bouffier emphasized the importance of legal cooperation in advancing bilateral relations.

President of the World University Service of Germany, Kambiz Ghawami, proposed organizing workshops to exchange experiences of German and Hessen state in law enforcement and digital transformation in legal and judicial fields, particularly as both countries commemorate their 50th anniversary of diplomatic relations in 2025.

During the trip, the Vietnamese Ministry of Justice delegation also held working sessions with officials of the German Federal Chamber of Notaries (Bnotk), the Federal Association of German, Mitte District Court, Wiesbaden District Court, the Vietnamese Embassy in Berlin, and the General Consulate in Frankfurt.

The visit underscores Vietnam’s commitment to strengthening legal and judicial cooperation with Germany, fostering mutual understanding, and advancing bilateral relations.
