Vietnam Deputy PM Calls for Stronger Scientific Research, Innovation and Technology Commercialisation

Vietnam

Hanoi, The Gulf Observer: Vietnam’s Deputy Prime Minister Hồ Quốc Dũng has urged Vietnam National University, Hanoi (VNU Hanoi) to strengthen its pioneering role in scientific research, technological development, innovation and the practical application and commercialisation of research outcomes.

He made the remarks while attending the “Hòa Lạc New Day 2026” programme and the launch of VNU Hanoi’s 120-Day Breakthrough Development Plan on Sunday. The initiative aims to accelerate science and technology, promote innovation, develop research infrastructure and expand cooperation with businesses.

Deputy Prime Minister Dũng said that, throughout its 120-year history of formation and development, VNU Hanoi had established itself as one of Vietnam’s leading centres of education and scientific research. Generations of lecturers and students have contributed significantly to human resource development, talent cultivation and the advancement of the country’s scientific community.

He described the university as a notable example of cooperation among the State, universities and businesses, with educational and research activities increasingly directed towards addressing the country’s pressing challenges.

Highlighting the university’s achievements, he noted that six start-up enterprises had been established on the basis of research results, while numerous other start-up projects had been incubated. These outcomes, he said, demonstrated progress in translating scientific research into practical applications.

On behalf of the Government and Prime Minister Lê Minh Hưng, Deputy Prime Minister Dũng acknowledged and commended the proactive approach, determination and achievements of VNU Hanoi’s leadership, officials, lecturers, scientists and students.

Promoting Multidisciplinary Research and Innovation

The Deputy Prime Minister emphasised that Vietnam was entering a new phase of development in which higher labour productivity, greater self-reliance and stronger national competitiveness were becoming increasingly important.

He noted that knowledge, science, technology, innovation and high-quality human resources were playing a decisive role in achieving rapid and sustainable national development.

In this context, he called on VNU Hanoi to consolidate its position as a leading centre for talent development, technological advancement and solutions to major national challenges, focusing on four strategic orientations.

First, the university should strengthen its position as a multidisciplinary research and innovation complex by continuing governance reforms, maximising its academic strengths and accelerating digital transformation and the application of artificial intelligence.

Second, it should develop into an elite research university by advancing high-performing educational and research disciplines, attracting and nurturing talent, and improving the quality of human resource training in close connection with scientific research.

Third, VNU Hanoi should enhance its capacity to undertake major national assignments, link research more closely with socio-economic development, and proactively participate in strategic science and technology programmes aimed at addressing significant national challenges.

Fourth, the university should accelerate the development of its Hòa Lạc campus into a modern university and technology urban area capable of accommodating 60,000 students by 2030.

Deputy Prime Minister Dũng also called on the Ministry of Science and Technology to take the lead, in coordination with the Ministry of Finance, in studying funding mechanisms that would provide financial support in packages for science, technology and innovation activities undertaken by public science and technology organisations affiliated with key universities, including VNU Hanoi.

He urged relevant ministries, agencies and Hanoi municipal authorities to maintain close cooperation with the university and facilitate the continued development of its Hòa Lạc campus into a modern university and technology hub. The campus is expected to become a key component of the capital’s emerging Knowledge Hub.

120-Day Plan Targets Measurable Progress

During the programme, VNU Hanoi Director Bùi Thế Duy officially launched the university’s 120-Day Breakthrough Development Plan, which is scheduled to run from the beginning of November 2026 until the end of February 2027.

Operating under the motto “Unity – Action – Breakthrough – Reaching New Heights,” the plan seeks to translate the university’s strategic ambitions into concrete actions and measurable outcomes.

It is structured around four strategic pillars: governance and smart university urban infrastructure; science, technology and innovation; cooperation among the State, universities and businesses alongside the mobilisation of social resources; and the development of an elite workforce and the promotion of academic diplomacy.

The initiative is intended to strengthen the university’s research and innovation capabilities, expand partnerships with businesses and improve the contribution of scientific research to Vietnam’s socio-economic development.
