Kazakhstan and Luxembourg Discuss Expanding Cooperation in Political, Economic, and Cultural Spheres

Luxembourg, The Gulf Observer: During a working visit to the Grand Duchy of Luxembourg, Kazakhstan’s Deputy Minister of Foreign Affairs Arman Issetov held talks with Secretary-General of the Ministry of Foreign and European Affairs of Luxembourg Jean Olinger, the Kazakh Ministry of Foreign Affairs reported.
The meeting focused on the current state and future prospects of bilateral cooperation, with particular attention given to strengthening political dialogue and expanding collaboration in the economic and cultural spheres.
The diplomats discussed the implementation of agreements reached during the meeting between President of Kazakhstan Kassym-Jomart Tokayev and Prime Minister of Luxembourg Luc Frieden, held on the sidelines of the 80th session of the UN General Assembly in New York on September 23, 2025. Deputy Minister Issetov noted that this high-level meeting had provided new impetus to bilateral relations and opened opportunities for further development of cooperation.
Issetov emphasized that Kazakhstan views Luxembourg as an important partner within the European Union, particularly as this year marks the 10th anniversary of the signing of the Enhanced Partnership and Cooperation Agreement (EPCA) between Kazakhstan and the EU. He noted that the potential for cooperation between Kazakhstan and Luxembourg includes green technologies, digitalization, renewable energy, pharmaceuticals, and agriculture.
For his part, Secretary-General Olinger commended Kazakhstan’s efforts to strengthen regional stability and underlined Luxembourg’s view of Kazakhstan as a reliable partner in Central Asia. He expressed readiness to continue close cooperation within the frameworks of the EU and international organizations, including the United Nations, and to support joint initiatives aimed at expanding economic and humanitarian ties.
Following the talks, both sides reaffirmed their mutual interest in further developing political dialogue, enhancing trade and investment cooperation, and strengthening contacts between the foreign ministries of the two nations.
For reference: Trade turnover between Kazakhstan and Luxembourg reached 13.6 million USD from January to August 2025, primarily due to imports from Luxembourg. In 2024, trade totaled 19.54 million USD (exports: 36.5 thousand USD; imports: 19.5 million USD). The gross inflow of direct investment from Luxembourg to Kazakhstan amounted to 520.5 million USD in 2024, up from 424.5 million USD in 2023. Between 2005 and the second quarter of 2025, total investment from Luxembourg reached 3.5 billion USD, with 178 enterprises currently operating in Kazakhstan involving Luxembourg capital.
