Kazakhstan Reviews Progress on Telecommunications Infrastructure and Affordable Internet Project

Astqna, The Gulf Observer: Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development of Kazakhstan, Zhaslan Madiyev, chaired a meeting on the development of telecommunications infrastructure and the implementation of the national Affordable Internet project, with a focus on ensuring stable and high-quality internet access across the country, including rural and remote areas.

During the meeting, participants emphasized that expanding internet connectivity in rural areas remains a key priority. In partnership with Kazakhtelecom, more than 3,000 rural settlements are planned to be connected to high-speed internet. In addition, a “last mile” internet connectivity subsidy project, implemented in cooperation with the World Bank, will cover up to 50 percent of capital costs for small and medium-sized telecom operators.

Special attention was also given to the development of mobile internet services. Kazakhstan plans a gradual transition from 3G to 4G networks by 2027, along with the expansion of 4G coverage to settlements with populations starting from 250 people. Discussions further covered plans to roll out 5G networks and reduce areas with no internet coverage.

It was noted that in 2025, more than 300 rural settlements were connected through satellite internet services. Looking ahead to 2026, new operators are expected to enter the market with the introduction of Direct-to-Cell technology, which will allow smartphones to connect directly to satellites.

The meeting also addressed measures to expand connectivity for railways, tourist destinations, and highways, including the construction of antenna-mast structures along national and regional roads. Plans for the development of data centers and the strengthening of Kazakhstan’s digital transit potential were also discussed.

The session concluded with instructions to enhance coordination between telecommunications operators and local authorities to ensure the timely and effective implementation of all planned projects.
