UAE Establishes Artificial Intelligence and Data Authority to Drive Next Phase of Digital Transformation

Dubai, The Gulf Observer: United Arab Emirates has taken a major step toward advancing its digital transformation agenda after His Highness Mohammed bin Rashid Al Maktoum approved the establishment of the Artificial Intelligence and Data Authority, a new national body tasked with overseeing data, artificial intelligence, and digital government initiatives across the country.

The strategic move aims to unify public data, artificial intelligence capabilities, and digital government functions within a single national ecosystem, enhancing the UAE government’s readiness for a new era of AI-powered governance and innovation.

His Highness Sheikh Mohammed bin Rashid Al Maktoum emphasized the UAE’s commitment to building a more efficient, agile, and proactive government model that leverages data and artificial intelligence to improve decision-making, enhance public services, and elevate quality of life. He noted that the initiative would further strengthen the nation’s competitiveness and leadership in the global digital economy.

Announcing the decision, Sheikh Mohammed stated that the newly established Authority would serve as the UAE’s single national entity responsible for data, artificial intelligence, and digital government affairs, reporting directly to the Cabinet. He also confirmed the appointment of Omar Sultan Al Olama as Chairman of the Authority.

“Our goal is a government that is faster, smarter and always one step ahead, one that uses technology to serve people and build a better future for the next generation,” Sheikh Mohammed said.

He further underscored the UAE’s vision for a future-ready government driven by data and agentic artificial intelligence, capable of making faster decisions, delivering better services, and continuously improving outcomes for citizens and residents.

The Artificial Intelligence and Data Authority will consolidate responsibilities previously managed by three separate entities: the Office of Artificial Intelligence, Digital Economy and Remote Work Applications; the Digital Government Sector at the Telecommunications and Digital Government Regulatory Authority; and the UAE Data Office.

Among its key responsibilities, the Authority will formulate national policies, legislation, and strategies related to artificial intelligence, data governance, and digital government. It will also coordinate and integrate digital initiatives across federal and local government entities to ensure a unified approach to digital transformation.

The Authority will lead the implementation of the UAE’s national AI strategy, support efforts to increase the digital economy’s contribution to gross domestic product, and oversee the management of government data to ensure quality, accessibility, and secure sharing across federal institutions.

In addition, the Authority will develop and operate AI-powered national data platforms to support evidence-based policymaking and government decision-making. It will also oversee the design and delivery of proactive, citizen-centric digital services aimed at improving the overall government experience.

The new entity will establish standards and guidelines for artificial intelligence, data management, digital transformation, and government services while ensuring compliance across federal agencies. It will also play a central role in developing national expertise in AI and digital transformation through research, development, and technical advisory programs.

Furthermore, the Authority will strengthen international cooperation and strategic partnerships in artificial intelligence, data, and digital governance, while supporting national cybersecurity and information security initiatives.

Officials said the establishment of the Artificial Intelligence and Data Authority represents a significant milestone in the UAE’s digital transformation journey and reinforces the country’s position as a global hub for technological innovation, smart government solutions, and the digital economy.
