Vietnam National Assembly Opens First Extraordinary Session to Deliberate 15 Draft Laws, Key Development Agenda
Hanoi, The Gulf Observer: Vietnam’s 16th National Assembly (NA) on Monday commenced its first extraordinary session in Hànội, where lawmakers are expected to deliberate and decide on an extensive legislative agenda, including 15 draft laws, four draft resolutions, and several major national development initiatives.
Opening the session, National Assembly Chairman Trần Thanh Mẫn underscored the importance of the legislative agenda in supporting Vietnam’s socio-economic development and institutional reforms. The opening ceremony was broadcast live on the Voice of Vietnam (VOV) and Vietnam Television.
Prior to the inaugural sitting, legislators held a preparatory meeting during which NA General Secretary and Chairman of the NA Office Lê Quang Mạnh presented a report reviewing, explaining, and revising the proposed agenda. The National Assembly subsequently approved the programme by vote.
The extraordinary session, scheduled to run until August 24, will be conducted in two phases—August 3–13 and August 19–24—at the National Assembly House in Hà Nội.
Lawmakers are set to debate and adopt a broad package of legislation covering multiple sectors, including revised laws on petroleum, grassroots mediation, dissemination of legal education, customs, architecture, publishing, and Vietnamese guest workers. The agenda also includes new legislation on urban development and the prevention of the proliferation of weapons of mass destruction, alongside amendments to laws governing banking, anti-money laundering, telecommunications, electronic transactions, technology transfer, investment, military affairs, agriculture, and environmental administration.
The legislature will also consider four draft resolutions aimed at advancing national priorities. These include special mechanisms to facilitate preparations for the APEC Economic Leaders’ Week 2027 in Phú Quốc, policies to resolve legal issues affecting the state and private economic sectors while promoting science, technology, innovation and digital transformation, mechanisms to address challenges facing wind and solar power projects, and a new resolution on crime prevention, judicial operations and enforcement of judgments.
In addition, the National Assembly will conduct first readings of seven major draft laws, including revised versions of the Criminal Code, Criminal Procedure Code, Land Law, Housing Law, Law on Real Estate Business, Law on Organisation of Criminal Investigation Agencies, and a consolidated Law on the State Budget.
Beyond legislative matters, lawmakers will deliberate on several strategic national projects and policy issues, including investment approval for the Ring Road 5 project in the Hà Nội capital region, adjustments to the Lào Cai–Hà Nội–Hải Phòng railway investment policy, the establishment of Quảng Ninh and Bắc Ninh cities, matters related to the Ninh Thuận nuclear power plant project, the consolidation of four national target programmes into a single programme, and personnel affairs falling under the National Assembly’s authority.
The extraordinary session is expected to play a significant role in strengthening Vietnam’s legal framework, advancing infrastructure development, promoting economic reforms, and supporting the country’s long-term development objectives.
