International Parliamentary Conference Marks 30th Anniversary of Azerbaijan’s Constitution

Baku, The Gulf Observer: On October 29, 2025, the Milli Majlis of the Republic of Azerbaijan hosted an International Parliamentary Conference dedicated to the 30th anniversary of the adoption of Azerbaijan’s Constitution. Themed “The Constitution as the Foundation of States’ Independence and Sovereignty in the Contemporary World,” the conference brought together parliamentary delegations from nearly 20 countries and representatives of five international organizations.
The event served as a platform for exchanging views on the pivotal role of constitutions in strengthening legal foundations, safeguarding national independence, and promoting sovereignty in modern states.
In her opening remarks, Speaker of the Milli Majlis Sahiba Gafarova highlighted the historical significance of Azerbaijan’s Constitution, noting that the country had faced complex challenges in political, economic, and military spheres following its independence in 1991. She emphasized the historic role of National Leader Heydar Aliyev in stabilizing the nation, restoring the rule of law, and drafting the Constitution in 1995, which laid the foundation for modern statehood.
Speaker Gafarova underlined that the Constitution established national sovereignty, separation of powers, rule of law, and guarantees for human rights and freedoms, describing it as both a legal document and a symbol of a new era in Azerbaijan’s history. She further praised the leadership of President Ilham Aliyev in continuing the path of development and nation-building, noting that the past 22 years have witnessed dynamic and comprehensive growth in the country.
Saqr Ghobash, Speaker of the Federal National Council of the UAE, congratulated Azerbaijan on the anniversary, acknowledging the Constitution’s role in strengthening sovereignty and promoting sustainable development. He also praised Azerbaijan’s achievements in education, healthcare, environmental protection, and energy security, emphasizing the importance of legislative cooperation among nations.
Syed Yousaf Raza Gilani, Chairman of the Senate of Pakistan, described the Constitution as a supreme document linking the state and its citizens, enshrining principles of justice, governance, and citizens’ rights. He lauded National Leader Heydar Aliyev’s role in the democratic development of the Constitution and commended President Ilham Aliyev for strengthening national unity, sovereignty, and identity.
Samil Ayrim, member of the Grand National Assembly of Türkiye, stated that the Constitution is the supreme symbol of state sovereignty, noting that Azerbaijan’s Constitution, adopted on November 12, 1995, marked a historic step toward modern statehood and the rule of law, with National Leader Heydar Aliyev as its architect. He affirmed that President Ilham Aliyev has continued to uphold the principles of justice, national unity, and development.
Other parliamentary officials extended congratulations on the 30th anniversary and expressed appreciation for the organization of the conference, emphasizing the fundamental role of constitutions in defining state structure, powers, and citizens’ rights while safeguarding sovereignty. Participants also drew parallels between Azerbaijan’s constitutional history and their own countries’ struggles for independence.
Ahmed bin Mohamed Al Jarwan, President of the Global Council for Tolerance and Peace (GCTP); Aktoty Raimkulova, President of the International Turkic Culture and Heritage Foundation; Asaf Hajiyev, Secretary General of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC); and Muhammet Alper Hayali, Deputy Secretary General of TURKPA, delivered remarks highlighting Azerbaijan’s contributions to peace, progress, and interparliamentary cooperation.
The conference reaffirmed Azerbaijan’s commitment to promoting interparliamentary dialogue as a means of strengthening peace, mutual understanding, and global well-being, marking a milestone in celebrating the Constitution’s 30th anniversary and its enduring impact on the country’s sovereignty and development.
