Min Aung Hlaing Emphasizes Comprehensive Urban Development Plan for Hlinethaya Township

Yangon, The Gulf Observer: Myanmar’s Chairman of the State Administration Council and Prime Minister Senior General Min Aung Hlaing conducted an inspection tour of Hlinethaya Township in Yangon Region, emphasizing the urgent need for a comprehensive urban development plan that includes markets, schools, administrative offices, sports grounds, and improved infrastructure.
Accompanied by Joint Secretary General Ye Win Oo and the Commander of Yangon Command, the Senior General reviewed the township’s layout model at Bayintnaung Park, where regional and municipal officials reported on current development efforts, including drainage improvements, road upgrades, overpass construction, and beautification measures.
Systematic Urban Planning and Infrastructure Prioritized
During the inspection, the Senior General underscored the importance of systematic drainage systems to prevent flooding and improve urban sanitation. He called for scientifically calculated water flow designs, the construction of modern pedestrian walkways on Yangon-Pathein and Nyaungdon roads, and adherence to urban planning regulations.
He directed Yangon City Development Committee (YCDC) to explore solar energy solutions for electricity generation in Hlinethaya Township. Additionally, he highlighted the necessity of planning for safe residential zones, affordable food supplies, and support services for factory workers residing in the township.
“Town and development plans must reflect the needs of the growing population, and should integrate essential public services for long-term sustainability,” the Senior General stated.
Drainage, Transportation and Environmental Enhancements
The inspection also included visits to several ongoing infrastructure projects, including the placement of pedestrian lanes on Yawatwinwun U Pho Hlaing Road, upgrades to the drainage network, and the construction of a flyover at Kanaung Minthagyi and Yangon-Pathein Road junctions.
He instructed officials to dredge silt, reinforce creeks, and conduct research on optimal water flow solutions to ensure the Thaunggya Creek and surrounding areas remain free from blockages.
He also emphasized the strategic importance of the Yangon-Pathein Road, stating that it must serve not only as a key transport route but also as a model of modern urban aesthetics.
Engagement with West Yangon Technological University
The Senior General visited West Yangon Technological University, where he met with Rector Dr. Kyi Soe and faculty members. He urged the university to support national development through research, particularly by involving final-year civil engineering students in designing effective drainage systems for Hlinethaya Township.
He also reviewed environmental enhancements along the university’s entrance road, including landscaping and pedestrian infrastructure.
Wider Urban Inspections
Following his visit to Hlinethaya, the Senior General conducted vehicle-based inspections in Shwepyitha, Mingaladon, North Okkalapa, Dagon Myothit (North), and South Okkalapa townships. He observed roadside commercial activities, drainage systems, traffic enforcement, and landscaping efforts, offering guidance to ensure uniform urban development across Yangon Region.
