Vietnamese Leader Calls for Building a Modern, Elite People’s Police Force

Hanoi, The Gulf Observer: Party General Secretary and State President Tô Lâm has called on Vietnam’s People’s Police force to become more revolutionary, professional, elite, and modern to effectively meet the demands of the country’s new stage of development.

Speaking at a ceremony in Hanoi on Saturday marking the 64th anniversary of the People’s Police force’s traditional day (July 20, 1962–2026), the Vietnamese leader praised the force’s longstanding contributions to safeguarding national security, maintaining social order, and supporting the country’s socio-economic progress.

Tô Lâm commended generations of People’s Public Security officers, senior police leaders, and members of the Association of Former People’s Public Security Officers for their dedication and valuable role in grassroots movements aimed at protecting national security. He also expressed confidence that retired officers would continue contributing their experience and expertise to Vietnam’s development.

The leader noted that the 14th National Party Congress had, for the first time, formally recognised the role of former public security officers in promoting patriotism, revolutionary traditions, and the values of the People’s Public Security force among younger generations.

Highlighting the country’s strategic development objectives, Tô Lâm urged the People’s Public Security force, particularly the People’s Police, to remain the core force in building a disciplined, safe, civilised, and harmonious society.

He called for stronger action against all forms of crime, including intensified efforts to establish drug-free communes and wards, with the long-term goal of creating communities free from crime and social evils. He also reaffirmed the government’s target of reducing crimes affecting social order by 10 percent.

The Vietnamese leader stressed the importance of modernising social governance by transitioning from traditional management approaches to data-driven governance, with digital technology serving as a key tool and citizens remaining at the centre of policymaking.

Calling for the development of a People’s Police force that is “most disciplined, most loyal, and closest to the people,” Tô Lâm said officers should demonstrate unwavering political commitment, integrity, legal knowledge, professional competence, digital skills, innovative thinking, and a willingness to sacrifice for public safety and the well-being of the people.

He also underscored the need to improve police officers’ working conditions and living standards while encouraging retired police leaders and officers to continue supporting efforts to build a secure, disciplined, and prosperous society.

Addressing the ceremony, Minister of Public Security General Lương Tam Quang pledged that the Central Public Security Party Committee, the Ministry of Public Security, and the People’s Police would fully implement the directives of the Party chief.

The minister reaffirmed the force’s commitment to intensifying the fight against crime, expanding drug-free communities, strengthening modern governance through digital technologies and data-based management, and building a revolutionary, professional, elite, and modern People’s Police force dedicated to serving the nation and its people.

On the occasion, General Lương Tam Quang paid tribute to generations of People’s Police officers for their dedication and sacrifices in safeguarding Vietnam’s national security and ensuring public order and safety.
