Lao and Chitchareune Sign Deal for 1,200 MW Wind Power Plant to Export to Vietnam

Vientiane, The Gulf Observer: The Lao Government and Chitchareune Construction Co Ltd have signed a landmark agreement to develop a 1,200 MW wind power plant in Nong District, Savannakhet Province, which is set to begin supplying electricity to Vietnam by late 2027.
The signing ceremony, held on Wednesday, was attended by several key officials, including Vietnamese Ambassador to Laos Nguyễn Minh Tâm, Lao Minister of Planning and Investment Phet Phomphiphak, and representatives from the Lao Government Office and the Ministry of Energy and Mines. Officials from both Laos and Vietnam were present, underscoring the collaborative nature of the project.
The wind power plant, located on a surveyed land area of nearly 28,500 hectares, is designed to support Vietnam’s energy security needs while contributing to the growth of Laos’ economy. Chitchareune Construction Co Ltd has worked closely with authorities and consulting firms to develop the project, including conducting research in collaboration with the Vietnamese Ministry of Industry and Trade’s Institute of Energy.
The project, with an estimated investment of US$1.9 billion, will be developed in two phases. The first phase will feature a capacity of 702 MW, valued at approximately $1.123 billion, while the second phase will add 498 MW, with an investment of $797 million.
Upon completion of its first phase by the end of 2027, the plant is expected to export 1,526 million kWh of electricity annually to Vietnam. The second phase, set to be operational in 2030, will boost this export to 2,638 million kWh per year.
The project’s feasibility study is nearing completion, with the concession contract expected to be signed in the second quarter of 2026. This major energy development initiative highlights the continued strengthening of energy ties between Laos and Vietnam.
