UAE Launches National MRV System to Advance Net Zero 2050 Goals and Strengthen Climate Governance

Dubai, The Gulf Observer: The Ministry of Climate Change and Environment (MoCCAE) has announced the launch of the National Measurement, Reporting, and Verification (MRV) system—an innovative digital platform designed to enhance the UAE’s climate governance and support its journey toward achieving Net Zero by 2050.

The launch took place during a special event held on the sidelines of GITEX GLOBAL 2025 in Dubai, attended by senior officials and experts from government entities and the private sector.

The MRV system is the region’s first integrated national platform combining the monitoring of greenhouse gas emissions and air pollutants. It provides a robust database to guide evidence-based policymaking and enables all sectors to measure progress in meeting the UAE’s environmental objectives. The system also aligns with the National Air Quality Agenda 2031 and supports the Zero Government Bureaucracy Programme by streamlining and automating complex procedures.

In her keynote remarks, Dr. Amna bint Abdullah Al Dahak, Minister of Climate Change and Environment, said the initiative embodies the UAE’s vision of leveraging innovation and digital transformation to build a sustainable future.

“In the UAE, sustainability is not an option but a strategic path to ensure prosperity. Our ambition to achieve Net Zero by 2050 is central to our development vision and national economy,” Dr. Al Dahak stated.
“The MRV system represents a quantum leap in environmental governance, enabling us to measure emissions accurately, understand our impact, and fulfill our climate commitments responsibly.”

She expressed appreciation to federal and local partners, as well as private and international entities, for their contributions to the four-year national project.

Dr. Shaikha Salem Al Dhaheri, Secretary-General of the Environment Agency – Abu Dhabi, described the MRV system as a cornerstone of the nation’s digital transformation strategy, noting that it strengthens data governance and empowers decision-makers with accurate environmental insights.

Ahmed Mohammed bin Thani, Director General of the Dubai Environment and Climate Change Authority, praised the MoCCAE’s efforts in utilizing advanced technologies to support the UAE’s Paris Agreement commitments and Sustainable Development Goals.

Senior officials from Sharjah, Ajman, Umm Al Qaiwain, Ras Al Khaimah, and Fujairah also commended the system’s role in improving data accuracy, enhancing air quality, and promoting sustainable practices across all emirates.

During the event, Dr. Alanoud Alhaj Al Ali, Acting Assistant Undersecretary for the Green Development and Climate Change Sector, presented the system’s strategic and technical framework. She highlighted its alignment with Article 13 of the Paris Agreement on transparency requirements and its function as a unified digital platform linking federal, local, and private entities.

Dr. Alanoud emphasized that the MRV system embodies the government’s Zero Bureaucracy vision, reducing the time needed to prepare emissions reports from 15 months to 3 months and simplifying workflows by over 80 percent.

Developed over four years through a participatory process involving more than 200 meetings and 20 specialized workshops, the system reflects a whole-of-government and whole-of-society approach to climate governance.

“This project is more than a technical tool—it represents a new governance philosophy that transforms administrative complexity into efficiency and innovation,” Dr. Alanoud said.

The launch of the National MRV System reinforces the UAE’s position as a global leader in climate action, accelerating its progress toward sustainable development, data-driven policymaking, and a carbon-neutral future.
