Việtnam, Russia Reaffirm Strategic Partnership as PM Chính Meets President Putin in Moscow

Moscow, The Gulf Observer: Phạm Minh Chính met with Vladimir Putin in Moscow on Wednesday, reaffirming the commitment of both countries to further strengthen their comprehensive strategic partnership.

During the meeting, President Putin described Việt Nam as a sincere friend and a key partner of Russia in the Asia-Pacific region, stressing Moscow’s priority to deepen bilateral ties across multiple sectors.

He extended greetings to Tô Lâm and other Vietnamese leaders, congratulating the country on the successful organisation of its 14th National Party Congress and recent elections.

President Putin expressed confidence that Việt Nam would continue to achieve its development goals for 2030 and 2045, enhancing its global standing under the strategic direction set by its leadership.

Prime Minister Chính conveyed warm regards from Vietnamese leaders and reaffirmed that Việt Nam attaches great importance to its traditional friendship and comprehensive strategic partnership with Russia.

He thanked the former Soviet Union and present-day Russia for their longstanding support during Việt Nam’s struggle for independence and ongoing national development.

Both leaders noted with satisfaction the positive momentum in bilateral relations, including sustained high-level exchanges, growing trade, and increasing people-to-people contacts. Russia continues to attract more Vietnamese students, while Việt Nam has seen a rise in Russian tourists.

The two sides held in-depth discussions on expanding cooperation in priority areas such as energy, oil and gas, science and technology, innovation, and infrastructure development.

President Putin highlighted the planned Ninh Thuận 1 nuclear power plant project as a significant symbol of future cooperation, pledging to accelerate its implementation in line with international safety standards.

The leaders also agreed to enhance cooperation in defence, security, science and technology, including emerging fields such as biomedicine and aerospace, while promoting business connectivity and addressing challenges in trade, payments and logistics.

Both sides emphasised the importance of strengthening political trust through continued exchanges at all levels and maintaining effective cooperation mechanisms, including the Intergovernmental Committee on economic, trade and scientific cooperation.

They also supported expanding people-to-people exchanges, tourism and education, with Russia considering visa facilitation measures and increased scholarships for Vietnamese students.

Exchanging views on regional and global issues, the two leaders reaffirmed their commitment to close coordination at multilateral forums, including the United Nations and ASEAN.

On the occasion, Prime Minister Chính invited President Putin to visit Việt Nam, an invitation the Russian leader accepted.

The meeting marked the final engagement of Prime Minister Chính’s official visit to Russia from March 22–25, undertaken at the invitation of Russian Prime Minister Mikhail Mishustin.
