FTSE Russell Reaffirms Support for Vietnam’s Capital Market Development

Hanoi, The Gulf Observer: FTSE Russell has pledged comprehensive support for the continued development of Viet Nam’s capital market as the country prepares to officially attain “Secondary Emerging Market” status under FTSE Russell’s classification criteria on September 21.
The commitment was made during a meeting in Hanoi on September 17 between Vietnamese Prime Minister Le Minh Hung and Fiona Bassett, Chief Executive Officer of FTSE Russell, along with a delegation of global investment organisations.
Prime Minister Hung appreciated FTSE Russell’s role in monitoring, evaluating and supporting Viet Nam’s stock market, particularly its efforts to promote greater transparency, efficiency and alignment with international standards.
He highlighted Viet Nam’s economic performance, noting that GDP growth reached 8.18 percent in the first half of 2026, the highest level in 15 years. He said the Government aims to achieve double-digit economic growth in 2026 and throughout the 2026–2030 period while maintaining macroeconomic stability and controlling inflation.
The Prime Minister stressed that achieving these objectives would require the mobilisation of substantial financial resources and the development of a deeper, broader and more efficient capital market capable of attracting both domestic and foreign investment.
He outlined a series of reforms aimed at creating a more favourable, transparent and open investment environment, including modernising market infrastructure, accelerating the implementation of the Central Counterparty (CCP) mechanism, addressing issues raised by global securities firms and custodians, and strengthening environmental, social and governance (ESG) standards and corporate governance practices.
Prime Minister Hung also called on FTSE Russell to continue providing objective assessments of Viet Nam’s capital market and to work closely with the Ministry of Finance, the State Securities Commission and other relevant agencies to recommend practical measures supporting further market development.
For her part, Bassett described Viet Nam as a significant growth story in Asia and a long-term partner for FTSE Russell. She said the decision to upgrade Viet Nam’s stock market reflected the country’s reform efforts, commitments and achievements, as well as growing investor confidence.
She noted that Viet Nam’s weighting in the FTSE Emerging All Cap Index is set to increase from 0.329 percent to 0.49 percent, a change that could potentially attract billions of US dollars in capital inflows into the Vietnamese stock market.
Bassett reaffirmed FTSE Russell’s commitment to supporting Viet Nam beyond the market reclassification, including efforts to improve market depth, liquidity and resilience, strengthen investor confidence, modernise market infrastructure, develop institutional investors and risk-management tools, and support the introduction of new financial products.
She added that FTSE Russell would continue working with Viet Nam to advance its strategic objectives, deepen international financial integration and attract greater foreign investment.
