Tô Lâm Engages Vietnamese Experts and Intellectuals in the US on National Development

New York, The Gulf Observer: General Secretary of the Communist Party of Viet Nam Central Committee and President Tô Lâm met with Vietnamese experts and intellectuals in the United States in New York on September 21, during his working trip to attend the High-Level General Debate of the 81st session of the United Nations General Assembly and conduct bilateral activities.

The meeting brought together Vietnamese experts and intellectuals working in a wide range of fields, including artificial intelligence, computer science, automation, public policy, healthcare, banking and finance, data security, sustainable materials, fintech and e-commerce.

Vietnamese Ambassador to the United States Nguyễn Quốc Dũng briefed Tô Lâm and the Vietnamese delegation on the strengths and potential of Vietnamese experts and intellectual networks in the United States.

During the meeting, representatives of the Vietnamese community expressed their views and put forward proposals concerning the country’s development, including the establishment of multinational start-ups, development orientations for artificial intelligence through 2030 and towards 2045, research and development of unmanned aerial vehicles, and measures to attract international capital.

The participants also discussed ways to mobilise and connect the knowledge, experience and resources of Vietnamese experts and intellectuals overseas with development programmes in Viet Nam.

Tô Lâm welcomed the contributions and recommendations presented at the meeting, while noting that Viet Nam continues to face challenges in science and technology, including gaps in core technologies, research infrastructure and the availability of highly qualified experts.

He stressed the need to improve research conditions, strengthen investment in science and technology, enhance training quality and create appropriate mechanisms that encourage innovation and effectively manage risks associated with scientific research.

Addressing Resolution No. 23-NQ/TW on overseas Vietnamese affairs, issued by the Politburo on August 2, 2026, Tô Lâm said the policy recognises overseas Vietnamese as an integral part of the Vietnamese nation and an important resource for national development.

He emphasised that the knowledge, professional experience and international networks developed by Vietnamese experts abroad should be effectively connected with Viet Nam’s development priorities.

The Vietnamese leader called for closer cooperation between domestic institutions and overseas experts, including through research partnerships, training programmes and technology development initiatives. He also encouraged flexible forms of cooperation ranging from remote and short-term engagements to long-term partnerships.

He instructed relevant ministries, Vietnamese diplomatic missions in the United States and research institutions to establish mechanisms for collecting and following up on recommendations from overseas Vietnamese experts and intellectuals.

Tô Lâm also expressed his expectation that consultations with Vietnamese experts and intellectuals abroad would become a regular practice, enabling domestic institutions to identify areas requiring expert support and periodically assess the effectiveness of cooperation programmes.
