Baku, The Gulf Observer: Azerbaijan is integrating modern urban planning, green energy, digital governance and sustainable infrastructure into its post-conflict reconstruction efforts through the implementation of “Smart City” and “Smart Village” projects in the districts of Aghdam, Fuzuli and Khojavend, a senior official said.

Speaking during an event titled “Housing at the Center of Crisis Recovery and Reconstruction” held as part of the World Urban Forum 13, Emin Huseynov, Special Representative of the President in the Aghdam, Fuzuli and Khojavend districts, said the villages of Bash Garvand and Dovletyarli have emerged as model settlements under the initiative.

Huseynov said the projects are aimed at building technology-driven and sustainable communities by combining renewable energy, digital connectivity, modern social services and environmentally responsible urban development.

He noted that Azerbaijan is implementing hybrid energy systems based on solar power and the national electricity grid, alongside bidirectional electricity meters, for the first time in the country.

According to the Special Representative, the reconstruction programme reflects Azerbaijan’s broader strategy of incorporating innovation and sustainability into urban recovery and regional development.
