China Sets Ambitious Goal for Trusted Data Matrix Development by 2028
Beijing, The Gulf Observer: The National Data Administration (NDA) announced on Saturday that China aims to establish over 100 trusted data matrixes by 2028, as part of an ambitious plan to enhance data circulation and utilization infrastructure. This initiative is outlined in the newly released Action Plan for the Development of Trusted Data Matrixes (2024-2028).
A trusted data matrix is defined as a data-sharing framework based on consensus rules, designed to connect multiple stakeholders and facilitate the shared use of data and resources. The plan aims to create a set of data matrix solutions and best practices to support efficient, secure, and standardized data utilization.
The action plan identifies three core tasks for the development of trusted data matrixes:
- Capacity Building – Developing robust capabilities to support data matrix operations.
- Cultivation and Promotion – Expanding the adoption and application of trusted data matrixes across sectors.
- Foundation-Setting Actions – Strengthening the infrastructure and regulatory frameworks necessary for implementation.
To ensure comprehensive progress, the NDA emphasized efforts in several key areas, including:
- Establishing and refining essential standards for trusted data matrixes.
- Advancing core technologies critical to their operation.
- Enhancing basic services and regulatory mechanisms.
- Expanding international cooperation to foster global synergy in data governance.
This initiative is seen as a cornerstone of China’s efforts to lead in the global digital economy, ensuring the secure and efficient sharing of data across industries and borders. By 2028, the NDA aims to position the country as a model for trusted data infrastructure and innovation.
