Dubai Ruler Forms New Board of Dubai Humanitarian Authority
Dubai, The Gulf Observer: In his capacity as the Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, has issued Decree No. (19) of 2026 establishing the new Board of Directors of the Dubai Humanitarian Authority, reaffirming the emirate’s commitment to strengthening its global humanitarian leadership.
Under the decree, Mohammed Ibrahim Al Shaibani has been appointed Chairman of the Board, while Abdulla Abdul Rahman Al Shaibani will serve as Vice Chairman.
The Board also includes Reem bint Ebrahim Al Hashimy, Rashid Khalifa Belhoul, Dr. Enrique Steiger, Dr. Enver Moretti, and the Chief Executive Officer of the Dubai Humanitarian Authority.
According to the decree, the new appointments take effect immediately from the date of issuance and the decree will be published in the Official Gazette.
Established in 2003 under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Dubai Humanitarian has grown into the world’s largest humanitarian hub, playing a pivotal role in supporting international relief operations and reinforcing the UAE’s longstanding commitment to humanitarian assistance.
Dubai Humanitarian is also recognized as the world’s only humanitarian free zone, hosting a broad network of United Nations agencies, non-profit and non-governmental organizations, alongside commercial companies. The integrated ecosystem enables rapid and coordinated humanitarian responses to emergencies and crises around the world.
The formation of the new Board is expected to further strengthen the Authority’s strategic direction, enhance its global partnerships, and support its mission of delivering efficient humanitarian assistance to communities affected by disasters and conflicts worldwide.
