Kazakhstan Revises Foreign Policy Concept to Strengthen Protection of Citizens Abroad

Astana, The Gulf Observer: President of Kazakhstan Kassym-Jomart Tokayev has amended the country’s 2020–2030 Foreign Policy Concept, placing greater emphasis on protecting the interests of Kazakh citizens and businesses abroad and bringing the document into line with the country’s new Constitution.
The presidential decree approving the amendments was signed on August 14, 2026, and entered into force on the same day.
Under the revised Concept, Kazakhstan will continue to pursue a multi-vector, pragmatic and proactive foreign policy focused on safeguarding national interests, strengthening sovereignty and protecting the country’s territorial integrity.
The updated document places particular emphasis on protecting the rights and legitimate interests of Kazakh citizens abroad, as well as Kazakhstani children adopted by foreign nationals and residing outside the country.
The Concept also calls for more active public communication on Kazakhstan’s foreign policy, including explaining its objectives, results and practical benefits for citizens. Greater attention will also be given to countering negative external information influence and increasing public awareness of foreign policy issues.
The amendments further incorporate provisions related to human rights, humanitarian diplomacy and environmental protection. The revised Concept also defines the Qurultay as the highest representative body of Kazakhstan exercising legislative power.
According to the updated document, the fundamental principles of Kazakhstan’s foreign policy remain unchanged, including continuity, protection of independence and sovereignty, equal integration into the international community, and safeguarding the rights and legitimate interests of Kazakh citizens and compatriots abroad.
