Myanmar’s PM Visit to Russia Strengthens Bilateral Cooperation

Moscow, The Gulf Observer: The visit of the Chairman of the State Administration Council and Prime Minister, Senior General Min Aung Hlaing, to the Russian Federation is expected to significantly strengthen bilateral ties and foster enhanced cooperation across multiple sectors, including trade, economy, health, energy, security, and cultural exchange.

At the invitation of President of the Russian Federation, Vladimir Vladimirovich Putin, Senior General Min Aung Hlaing held a high-level meeting with President Putin at the Kremlin Palace in Moscow yesterday evening. The Senior General was cordially welcomed by the Russian President before the discussions commenced.

High-Level Engagement and Delegation Participation

The meeting was attended by key officials from both nations. Accompanying the Senior General were SAC Joint Secretary General Ye Win Oo, Council Member General Nyo Saw, Union Ministers U Than Swe and Admiral Moe Aung, as well as Myanmar’s Ambassador to the Russian Federation, U Thit Linn Ohn. On the Russian side, President Putin was joined by the Minister for Foreign Affairs, the Foreign Relations Assistant Officer for the Foreign Policy of the President, the Minister for Industry and Trade, and other senior government officials.

Strengthening Bilateral Relations

During the meeting, President Putin expressed his pleasure in welcoming the Myanmar Prime Minister for the second time, highlighting that the visit would further reinforce the friendship and cooperation between the two nations. He emphasized the progress in trade relations and reaffirmed ongoing collaboration on international platforms. The Russian President also noted that several bilateral agreements would be signed during this visit.

Senior General Min Aung Hlaing, in his remarks, thanked President Putin for the warm welcome and reiterated that Russia has been a longstanding friend of Myanmar. He emphasized the historical cooperation and diplomatic ties between the two countries, which have now reached their 77th anniversary. He expressed optimism that continued discussions and meetings would bring mutual benefits to both nations.

Key Discussions and Agreements Signed

Both leaders exchanged views on enhancing bilateral relations, particularly in trade, investment, agriculture, livestock, and economic development. They also addressed collaboration in manufacturing and other key sectors. The meeting saw participation from ministers of both countries, who discussed cooperation in education, health, science and technology, and economic growth.

Following the discussions, the two governments signed and exchanged a series of agreements and Memoranda of Understanding (MoUs) in the presence of both leaders. These agreements included:

  • Agreement on the recognition of education qualifications and bilateral recognition of degrees.
  • MoU on taxation.
  • MoU on health cooperation.
  • MoU on cultural and sports collaboration.
  • MoU on nuclear and radiation safety for the peaceful use of atomic energy.
  • MoU on geological exploration and technology cooperation.
  • MoU on space exploration and usage for peaceful purposes.
  • Joint declaration on successful coordination over the draft agreement on investment promotion and protection.

Joint Declaration and Future Cooperation

Following the signing ceremony, Senior General Min Aung Hlaing and President Putin jointly released a declaration to the media, affirming their commitment to further strengthening Myanmar-Russia relations.
