PM Phạm Minh Chính Calls for Transformative Solutions in Science, Technology, and Innovation

Hanoi, The Gulf Observer: Prime Minister Phạm Minh Chính has urged comprehensive reforms in science, technology, innovation, and workforce development to drive Việt Nam’s rapid and sustainable growth. He made these remarks while presiding over a high-level conference attended by government officials, business leaders, and academics on Tuesday.
The Prime Minister emphasized the implementation of Resolution No. 57-NQ/TW, a pivotal policy introduced by the Politburo to accelerate progress in digital transformation and technological innovation. The Government has outlined an action plan comprising seven major solution areas and 142 specific tasks, aiming to achieve 8% GDP growth in 2025, laying the foundation for double-digit growth in subsequent years.
A proposed resolution on scientific and technological development will be presented at the upcoming National Assembly session, along with amendments to the Law on Science and Technology in May 2025. These legislative changes aim to create a more conducive environment for research, innovation, and economic competitiveness.
Key Priorities for Transformation
PM Chính outlined nine strategic solutions, including:
🔹 Raising public awareness about the role of science, technology, and skilled labor in sustainable growth.
🔹 Identifying and addressing policy bottlenecks within the first half of 2025.
🔹 Strengthening infrastructure in technology, transport, energy, healthcare, and education, particularly through the establishment of innovation centers.
🔹 Mobilizing diverse financial resources, including public-private partnerships, to support key industries.
🔹 Reforming education and training to attract and nurture talent.
🔹 Enhancing governance by streamlining regulations, decentralizing power, and increasing oversight.
🔹 Expanding international cooperation in technology transfer.
Developing a Global Innovation Ecosystem
The Prime Minister underscored the need for a globally connected innovation ecosystem, attracting talent, investments, and technological expertise from around the world. He reaffirmed the Government’s commitment to fostering healthy competition, rewarding excellence, and strengthening the National Innovation Centre (NIC) in Hòa Lạc, Hanoi as a hub for cutting-edge research and development.
Việt Nam, he noted, has made significant strides in agricultural innovation, poverty reduction, and economic integration. However, future advancements must translate into tangible benefits for the people, ensuring inclusive and sustainable growth.
