Paris, The Gulf Observer: US President Donald Trump and Iranian President Masoud Pezeshkian have remotely signed a memorandum of understanding (MoU) outlining a framework for negotiations aimed at ending tensions and fostering stability in the Middle East.

According to the text released by both governments, the 14-point memorandum commits the United States and Iran to negotiate and finalize a comprehensive agreement within a maximum period of 60 days, with the possibility of an extension through mutual consent.

Under the proposed framework, Iran has agreed to discuss reducing its uranium enrichment levels as part of the negotiations. In return, the United States would suspend sanctions on Iranian oil exports, with the prospect of fully lifting sanctions should a final agreement be successfully concluded.

The memorandum further states that Washington will begin removing its naval blockade and any measures that impede Iran’s activities at sea, with a complete end to the blockade planned within 30 days.

As part of its commitments, Iran pledged not to pursue nuclear weapons and agreed to place portions of its enriched uranium stockpile under the supervision of the International Atomic Energy Agency (IAEA), enhancing international oversight and transparency.

The agreement also envisions broader economic cooperation. The United States has committed to working with regional partners to develop a mutually agreed reconstruction and economic development plan for Iran valued at no less than $300 billion.

The memorandum is being viewed as a significant step toward reducing long-standing tensions between Washington and Tehran and creating conditions for broader regional stability, although both sides will now face the challenge of translating the framework into a binding final agreement.
