Philippines Kicks Off Fourth Green Energy Auction, Opens Bidding for Over 10 GW of Renewable Capacity

Manila, The Gulf Observer: The Philippine government has opened the registration phase for the Fourth Green Energy Auction (GEA-4), a landmark initiative targeting more than 10 gigawatts (GW) of solar and wind energy capacity, set to come online between 2026 and 2029, the Department of Energy (DOE) announced.

Following the Energy Regulatory Commission’s issuance of Green Energy Auction Reserve prices on Friday, qualified suppliers may now begin registering their intent to bid, starting Monday, June 17. The registration window closes on June 20, with document evaluation scheduled for June 23 to 27.

This round of auctions aims to accelerate the integration of renewable energy (RE) into the country’s power grid, promote national energy security, and uphold sustainability through a competitive and transparent bidding process, the DOE said in a statement Saturday.

A Major Push for Renewable Growth

The DOE describes GEA-4 as a “major stride” in transforming the Philippines’ energy landscape. With more than 10 GW of solar and wind energy up for grabs, the auction is part of the country’s long-term plan to increase RE share in the energy mix and strengthen grid reliability.

The actual auction date is set for September 2, with the list of qualified bidders to be published on July 15 and 16.

Reinforcing a Sustainable Vision

“These actions reaffirm the DOE’s commitment to promoting national energy security and sustainability through a transparent and competitive procurement process,” the agency said.

The auction process began on March 29, when the Notice of Auction and Terms of Reference were issued, followed by two advisories released on May 28 and June 11.

The Marcos administration aims to boost the RE capacity to at least 20,000 megawatts (MW) by 2040, aligned with its broader energy transition goals.

Current Renewable Energy Landscape

As of April 2025, data from the DOE indicates that the Philippines has:

  • 6,804.67 MW of installed capacity available for commercial use, and
  • 249.925 MW of own-use capacity.

These figures cover approximately 1,319 renewable energy projects distributed as follows:

  • Hydropower: 414 projects
  • Solar: 517 projects
  • Wind: 291 projects
  • Biomass: 57 projects
  • Geothermal: 31 projects
  • Ocean energy: 9 projects

Looking Ahead

GEA-4 is expected to attract both local and foreign investors, not only spurring economic growth but also reinforcing the Philippines’ role as a regional leader in clean energy development.

With climate change pressures mounting and global energy markets shifting, the DOE said the auction is “not just a procurement initiative”, but a “nation-building milestone” that moves the country closer to energy independence and a low-carbon future.
